Kiowa County Commissioners' Meeting Minutes - April 10

The Kiowa County Commissioner’s meeting was called to order on April 10, 2017 at 9:00 a.m. by Chairman, Richard Scott. Oswald opened the meeting with prayer and Pledge of Allegiance. Those in Attendance:

Scott moved and Oswald seconded to approve the minutes of the March 28, 2017 meeting. All Commissioners voted Affirmative.                 

McLoud moved and Oswald seconded to approve the vouchers as presented. All Commissioners voted Affirmative.

Oswald moved and Scott seconded to approve the Agenda as presented with two additions to Old Business. All Commissioners voted Affirmative.

Grant Updates: Adamson reported the Rialto is torn down and the debris was being hauled to the landfill. The brick facade of the Rialto was contaminated and therefore was sent to the landfill, none was able to be saved.
Oswald reported that he and Kitty Armstrong with White Construction and the excavation and pier contractors toured the Murdock Project. Armstrong said the projected start day for further construction will be May 1, 2017.

McLoud reported on the REDI Grant for the grandstand and restroom work at the fairgrounds. We are waiting on a contract from Atkinson and Noland before we can proceed. The County received a matching grant from SECOG, which are DOLA funds.

Landfill: Commissioner Scott reported that both landfills in Kiowa County will have to have surveys done on them. This is a requirement from Colorado Department of Public Health and Environment. This survey will show how much capacity remains in the landfills.

Jeramy McNeely, Extension Agent for Kiowa County entered the meeting to provide information on an upcoming Drug Awareness Class to be held on May 8, 2017 at 01:45 pm at the Eads High School. McNeely also said there will be a few 4-H members who will be attending a Cowboy Ethics Program and some 4-H members had attended a livestock judging class.

McNeely said he had built a raised garden bed to be used at Prairie Pines. The young Cloverbud members will join the residents from Prairie Pines and will assist in planting vegetables and flowers.

Railroad Update: Administrator Adamson had received information stating there had been more filings done with the STB in regards to the feeder line application with KCVN.

Planning and Zoning: The next meeting will be at 6:00 p.m. on April 13th. The main discussion will be focused on the formation and regulations of Solar Farms.  

Kiowa County Fire Chief, Howard Votruba entered the meeting to discuss the burn around the county shop and what the department needs to do to prevent this from happening again. Votruba has created a burn plan procedure and asked for the commissioners to review it.

David Miller with Colorado Parks and Wildlife entered the meeting to discuss the damage that is being done on county road 48 on the east side of Lower Queens. Miller said the one cattle guard in this area needs to be replaced and CPW would replace it and asked if the county could put another one in at the other end of county road 48. CPW would also like to have a fence put in with two swing gates so when the water is over the road, it can be closed till the water level goes down. Oswald moved and McLoud seconded the motion to allow CPW to put in a fence and cattle guards at the Lower Queens area. All Commissioners voted Affirmative.                                      

Miller also asked if CPW could proceed with an earlier agreement to plant shrubbery and trees next spring on the southeast side of Nee Gronde. This would be on the property the county owns and all the guidelines will be followed with the CRP Program. He said this would be for the wildlife habitat. The commissioners would like to see the exact acreage before CPW proceeds.  

The boat ramps at Nee Noshe and Queens will be inspected and brought into compliance. CPW will be making the repairs to the boat ramps.

Lake Trash Clean-Up: Adamson will advertise in the local paper for bids on the Trash Clean Up for the lakes. CPW will provide some of the cleaning supplies needed for cleaning the camp areas at the lakes south of Eads.

County Roads: Commissioner Scott is to meet with the Port of Entry Official on April 17, 2017 to discuss the current issues on County Road 78. There is reoccurring discussion of over weight trucks being fined on county roads.

NEW BUSINESS: Reports were reviewed and signed.

Time off Request:  Oswald moved and McLoud seconded to approve the time off request. All Commissioners voted Affirmative.

KCEDF Table Usage: The picnic table usage was discussed. There was discussion over the tables being taken from the community building. Scott moved and McLoud seconded the motion to allow KCEDF to use the tables from the community building for the Big Dream Aerospace Day on April 27th. If something should happen to any of these tables it will be the responsibility of KCEDF to replace them. All Commissioners voted Affirmative.

After Prom Party Donation: The Eads Junior class requested an After Prom Party donation and it was decided if there was going to be a donation it would be done individually.

Public Health Employee: The Commissioners would like to thank all those that applied and were interviewed.  Oswald moved to hire Andrea Morgan and McLoud seconded the motion. All Commissioners voted Affirmative.

Scott moved and McLoud seconded to close the courthouse on April 10, 2017 due to the sewer system being backed up. All Commissioners voted Affirmative.

Dennis Pearson with the Department of Social Services entered the meeting to provide an update for his department.

The next regular Commissioner Meeting will be April 27, 2017 at 9:00 a.m.

With no other business on the agenda, Oswald moved and McLoud seconded to adjourn the meeting at 11:50 a.m.  All Commissioners voted Affirmative.
