Kiowa County Commissioners meeting minutes - April 11, 2024

The Regular meeting of the Kiowa County Commissioners was called to order on April 11, 2024 at 9:00.by Chairman Donald Oswald. Oswald opened the meeting with prayer and the Pledge of Allegiance. 

Those in attendance were:

  • Donald Oswald, Chairman
  • Howard "Butch" Robertson 
  • Mike Lening, Commissioner 
  • Delisa Weeks, County Clerk 
  • Tina Adamson, County Administrator

MINUTES: Robertson moved, and Oswald seconded the motion to approve the minutes as presented, Motion carried. 

Vouchers: Oswald moved, and Robertson seconded the motion to approve the vouchers as presented. Motion carried. 

Agenda: Oswald moved, and Robertson seconded the motion to approve the agenda with three additions. Motion carried. 

OLD BUSINESS: 

Grant Updates: Administrator Adamson has been working on the mini grants and has completed them. 

Landfill/Recycling Update: Landfill Manager, Scranton reported there is an overabundance of cardboard to be recycled. 

The rolls off trailers have been a big success for the landfill department. 

Housing Update: There is no power at the Cactus Lane units. Oswald will contact Stephanie Gonzales, with SECED to advise her that the units still do not have electricity. 

Courthouse Repairs: There have been some issues with the new HVAC system. The installers will be back next week to complete the project. 

Oswald moved, and Lening seconded the motion to move into the Board of Health meeting at 09:57 a.m. Motion carried. 

Those in attendance of the Board of Health: Megan Hillman, Shellie Engelhardt, Dennis Pearson, Emily Pritchett, and Sharon Mauch.

Oswald moved, and Robertson seconded the motion to go back into regular session at 10:36 a.m. Motion carried. All those that were in attendance of the Board of Health exited the meeting at 10:36 p.m.

Sheriff Williams entered the meeting to discuss the off-road vehicles being used for leisure in the town of Eads. He reported the town will review the city ordinances and determine if there is one already in place. 

Williams also brought to attention the elevator in the courthouse is not working again. The Security Officer has been assisting some of the public who have medical conditions to get to the second floor of the courthouse. 

Williams exited the meeting at 11:15 a.m. 

Oswald moved, and Lening seconded the motion to recess for lunch at 12:06 p.m. Motion carried. 

The regular meeting reconvened at 1:10 p. m. 

Social Service Director, Dennis Pearson entered the meeting to provide a monthly report for the Social Service Department.

Pearson discussed the continued need of Childcare in Kiowa County. It continues to effect the local people who need child care. Pearson said that there are families who have to drive to Lamar and Holly for childcare. He would like to emphasize those that may be interested in opening a daycare to contact Social Services and they could assist as to what requirements it would take to open a daycare business. Pearson exited the meeting at 1 :45 p.m.

Meetings and Reports were reviewed and acknowledged. New Hire Reports: All new employees are doing very well. Sheriff Impound Lot Gate Estimate: Tabled.

Ambulance Service Letter of Support: Kiowa County Fire Chief, Russ Watson has requested a letter of support for a grant that would furnish medical supplies for 2 ambulances in the amount of $95,000.00. Oswald moved, and Lening seconded the motion to sign a letter of support for the grant. Motion carried. 

Lane Building Permit: Robertson moved, and Lening seconded the motion to approve the building permit located at 508 W 15th Street in Eads, CO. for Solar Power. Motion carried. 

Rouse Building Permit: Robertson moved, and Lening seconded the motion to approve the building permits at Section 6 Township 19 and Range 48. Motion carried. 

School Bus: Robertson moved, and Oswald seconded the motion to sell the old school bus that had been used by the Landfill. Motion carried. Administrator Adamson will publish an ad to take bids on the sale of the bus. 

Maintenance Truck: Lening moved, and Robertson seconded the motion to purchase a truck for the Maintenance Department. Motion carried. 

Fairgrounds Roof: Tabled. 

Fairgrounds: There will be signage posted stating, there will be no ATV-Four-Wheeler and dirt bikes riding allowed at the county fairgrounds. 

Oswald moved, and Robertson seconded the motion to recess the meeting for interviews. Motion carried. 

Back into session at 3:09 pm: Lening moved, and Robertson seconded the motion to hire Travis Bloomfield for one of the Road and Bridge Operator positions. Motion carried. 

The next regular Commissioner's meeting will be held on April 25, 2024. 

With no other business to discuss, Oswald moved, and Robertson seconded the motion to adjourn the meeting at 3:10 p.m. Motion carried.
