BOARD WORKSHOP

November 28, 2017

The Board reviewed a discussion document covering key concepts related to hospital and district finances presented by Shannon Dixon and Colette Martin.

BOARD MEETING

November 28, 2017

The Kiowa County Hospital District and County Board met in regular session on November 28. 2017 at 6:30 p.m. at the Bransgrove Building Meeting Room.

District Board members present were: Mary Eikner, Sylvia Shields, Cathryn Anderson, Priscilla Waggoner, and Robert Woods.

County Board members present were: Craig Kerfoot and Kim Harris. Absent - Dennis Pearson (called), Lori Shalberg (called). and John Negley (called).

Others present: Dr. David Lenderts, Shannon Dixon, Char Korrell, Wendy McDowell, Colette Martin, Renay Crain, and Beth Spady.

CALL TO ORDER

The meeting was called to order by Priscilla Waggoner, Chairman of the Board at 6:30 pm.

COUNTY VOTING MEMBER SELECTION

Kim Harris, and Craig Kerfoot.

APPROVAL OF MINUTES

A motion was made by Cathryn Anderson to approve the October minutes as presented and seconded by Sylvia Shields. All aye.

APPROVAL OF AGENDA

A motion was made by Sylvia Shields to approve the Agenda as presented. Motion seconded by Craig Kerfoot. All aye.

PUBLIC COMMENT

No one was present for public comment.

CREDENTIALING

Dr. Jeffrey Meier. Dr. Eric Lyders. and Dr. Sean Bryant were approved by Med Staff for courtesy privileges. Dr. Lori Thorndike and Dr. Jason Pfaffly were approved for active privilege by Med Staff. A motion was made by Craig Kerfoot to approve privileges as designated for all providers listed above. Robert Woods seconded. All aye.

POLICIES & PROCEDURES

The Board reviewed and discussed this month’s two-page summary of revisions to department specific policies. A motion was made by Sylvia Shields to approve the proposed changes as presented. Craig Kerfoot seconded the motion. All aye.

STANDING REPORTS

CEO

Jessica Hyman will start with Kiowa County Hospital District on December 4, 2017. The agreement with Dawn Back is currently pending but we anticipate a start date around January of 2018. Dr. Bradshaw recently visited our facility and has expressed an interest in learning more about Kiowa County Hospital District.

The 340B recertification application was recently completed and submitted by Char Korrell and Shannon Dixon.

Staff have completed their green books covering Conditions of Participation with a few

exceptions in anticipation of an upcoming survey from State.

The 2016 Annual Report was reviewed, and all contract services were deemed appropriate. Influenza shots are available to members of the Board at the hospital nursing station.

CFO

The October financials were reviewed. In October. there were no swing beds or inpatient services.

The Kiowa County Hospital District Employee Christmas Party is scheduled for Friday, December 29th at 6:30 pm at the Kiowa County Community Building.

Shannon Dixon provided the Board with a price transparency notice which will be posted on the hospital website to comply with recent legislation.

Kiowa County Hospital District has received two bids to replace the carpet at the clinic and the old public health building. A motion was made by Kim Harris to purchase and install new flooring at the clinic and old public health building not to exceed $8,000. Motion seconded by Craig Kerfoot. All aye.

There was discussion regarding the current depreciation limits and purchase thresholds requiring Board approval. Colette Martin offered to provide a template which could be customized to meet the needs of Kiowa County Hospital District.

CNO

We currently have 16 residents in our care.

The wiring is complete for the new telemetry equipment.

Wendy McDowell reported that Kiowa County Hospital District is working to improve benchmarks on chest pain. LPNs and CNAs will be trained to hook up EKGs so that we can effectively and rapidly gather critical data related to patient care in cases of chest pain.

NSIDE CONSUL TING

Colette Martin suggested it might be beneficial to have the Boards of Kiowa County Hospital District and the Board of Prairie Pines meet in the near future.

HOSPITAL QUALITY & SAFETY

Renay Crain reviewed the Quality Report Scorecard with the Board. There were two med errors and two falls with no injury noted. Kiowa County Hospital District is taking a multidisciplinary approach to help identify fall risks and will be conducting a fall risk assessment at every shill change. The 2018 budget includes six beds with alarms which could assist in fall prevention.

Kiowa County Hospital District staff have recently completed a vulnerability assessment and reviewed the emergency preparedness plan. Both tools were utilized in a recent tabletop exercise which gave staff an opportunity to discuss their roles and anticipated response in the event of an emergency.

OLD BUSINESS

2018 BUDGET

The 2018 Budget was reviewed by the Board with a focus on the capital expenses planned for the upcoming year. Mary Eikner motioned to approve 2018 Budget as presented. Motion was seconded by Cathryn Anderson. All aye.

DENTAL UPDATE

The Board will continue to monitor the need and availability of dental services in Kiowa County.

NEW BUSINESS

CHRISTMAS BONUS

The Board discussed options for recognizing employees during the holiday season. A motion was made by Mary Eikner to provide all employees with $60 in Eads Bucks. Motion seconded by Cathryn Anderson. Kim Harris, Robert Woods, and Sylvia Shields declared conflict of interest regarding this motion. All aye.

BOARD DINNER

Kiowa County Hospital District and County Board will have their annual dinner on Monday. December 11 th at 6:30 pm.

ADJOURNMENT

The meeting was adjourned at 8:33 pm. Motion by Mary Eikner and seconded by Cathryn Anderson. All aye.
