Town of Eads Trustees’ Meeting Minutes – June 13

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday, June 13, 2017 at 5:00 p.m. in the City Hall. Shealynn McCracken, Assistant Town Clerk, took roll call:

Mayor – Joe D. Shields- present

Trustees – Present –Justin McLoud, Dennis Pearson, Kathy McCracken, and Terry Riley

Absent –

Town Clerk- Robin Fox –Present

Assistant Clerk- Shealynn McCracken-Present

Director of Public Works- Van Brown- Present

Audiences/Public Comment Period – No Audience or Public Comment Period

Minutes­- Kathy McCracken moved to approve the minutes as amended. Dennis Pearson seconded, motion passed unanimously.

Approval of Bills – The finance committee reviewed the bills prior to the meeting.  Terry Riley moved to approve payment of the bills in the packet, as well as, the “Bring up bills” as presented at the meeting. Kathy McCracken seconded, the motion passed unanimously.

Old Business:

Building Permit- The board was presented with a draft ordinance from the attorney for the building codes and permits, and will amend or approve at July’s meeting.

Water Project- Rodney from GMS gave updates on the progress of the water project.

New Business:

Jack Howard- Jack Howard was present to speak to the board about concerns he had about the airport.  

Library- The library requested that the town give 50 free swim passes for its summer reading program. Justin McLoud moved to give the library 50 free swim passes, with the exception they were for only 17 year olds and younger. Dennis Pearson seconded, motion passed unanimously.

Liquor License- The assistant town clerk presented the board with a liquor license renewal. Terry Riley moved to approve the liquor license renewal, Justin McLoud seconded, motion passed unanimously.

Building Permit- There was one building permit submitted. Justin McLoud moved to approve the building permit, Kathy McCracken seconded, motion passed unanimously.

Animal Permit- There were two animal permits. Kathy McCracken moved to approve both permits, Justin McLoud seconded, motion passed unanimously.

David Kraft- David Kraft, the city Fire Chief, updated the board about the Fire Department. David also brought up a personal concern to the board.

Murdock Building- The public works director asked the board if they wanted to give a tap fee credit to the National Forest Service when they move to the Murdock Building. Justin McLoud moved to give the National Forest Service a $400 tap fee credit, Dennis Pearson seconded, motion passed unanimously.

Expansion of Public Work’s Property- The public works director asked the board to consider buying the property to the north of the town shop. Justin McLoud moved to allow the director of public works to offer $5,000 for the property, Dennis Pearson seconded, motion passed unanimously.

Maine Street Bash- Terry Riley wanted to notify the board of the new Maine Street Bash procedure. It would be the same parameters, possibly could expand to half a block north of 13th Street. There will be 30 to 40 vendors and the affair will start at 10 am and last until 10 pm. They would like to close down the street involved at 7 am.

Bring-Up Items

Property Tax- Mayor Shields brought to the boards attention issues that arose from the water bad debt’s sent over to be added to property taxes.
