2016 PRICE LOSS COVERAGE PAYMENT PROJECTIONS
There was a new projection of 2016 PLC payment rates on April 11th. Be reminded, these are only projections and the final effective prices on wheat isn’t until June, as the marketing year is June 1 through May 31st. ARCPLC payments are issued in October.
2016 projections – as of April 11th, 2017
Wheat - $1.65 bushel
Oats – 0.35 bushel
Corn – 0.30 bushel
Grain Sorghum - $1.25 bushel
Sunflowers – 0.0275 pound
FAILED WHEAT ACRES
The office has received reports of 2017 wheat acres being released by crop insurance. Producers are reminded to report those failed acres to FSA also. Prevented planted acres also are required to be reported to FSA within 15 calendar days following the final planting date, a late-filed report can be submitted. Late-filed reports will only be accepted if FSA conducts a farm visit to assess the eligible disaster condition that prevented the crop from being planted. A measurement service fee will be charged. Risk Management Agency (RMA) still uses FSA data for different purposes. Be certain what you report to your crop insurance agent matches FSA report of acreage also.
REPORT LIVESTOCK LOSSES The Livestock Indemnity Program (LIP) provides assistance to eligible producers for livestock death losses in excess of normal mortality due to adverse weather and attacks by animals reintroduced into the wild by the federal government or protected by federal law. LIP compensates livestock owners and contract growers for livestock death losses in excess of normal mortality due to adverse weather, including losses due to hurricanes, floods, blizzards, wildfires, extreme heat or extreme cold. For 2017, eligible losses must occur on or after Jan. 1, 2017, and no later than 60 calendar days from the ending date of the applicable adverse weather event or attack. A notice of loss must be filed with FSA within 30 days of when the loss of livestock is apparent. Participants must provide the following supporting documentation to their local FSA office no later than 90 calendar days after the end of the calendar year in which the eligible loss condition occurred.
USDA has established normal mortality rates for each type and weight range of eligible livestock, i.e. Adult Beef Cow = 3% and Non-Adult Beef Cattle (less than 400 pounds) = 4%. These established percentages reflect losses that are considered expected or typical under “normal” conditions. Producers who suffer livestock losses in 2017 must file both of the following:

The date has passed for producers to request an LDP or a marketing loan for 2016 wheat. However, producers with outstanding marketing loans can purchase a commodity certificate up to the date of maturity if the posted county price is lower than the loan rate. Producers with warehouse and farm-stored marketing loans are encouraged to track the posted county price. Contact the FSA office for more information.
