The Kiowa County Commissioners Special Meeting was called to order by Chairman Richard Scott on December 6, 2016 at 3:18 p.m. Those in attendance were:

Richard Scott, Chairman
Cindy McLoud, Commissioner
Donald Oswald, Commissioner
Delisa Weeks, County Clerk
Tina Adamson, County Administrator

The topic of discussion: Rejection of bid on the Brownfield Grant regarding the Rialto Motel.

Oswald moved and McLoud seconded the motion to reject the bid of $235,000.00 from Gobbell Hayes for the demolition of the Rialto Motel. All Commissioners voted Affirmative. E.S.A. (Earth Services & Abatement) has submitted a bid of $197,000.00 for the same project. Administrator Adamson reported that the State is requiring air monitoring to be done every day that asbestos removal is being done at the demolition site. Adamson said Gobbell Hayes budgeted for air monitoring testing to be done 2 to 3 times a week but now the State is requiring testing to be done six times per day. This would add $1000.00 per day of operation to the budget.  Adamson will draft a letter to send to E.S.A. and Gobbell Hayes in regards to the requirements the State has in place for this demolition.

Oswald moved and McLoud seconded the motion to adjourn at 3:34 p.m. All Commissioners voted Affirmative.
