The Regular meeting of the Kiowa County Commissioners was called to order on November 25th, 2025, at 9:00 a.m. by Chairman Donald Oswald.

Call to Order

  • Chairman Donald Oswald called to order at 9:00 a.m.
  • Commissioner Robertson opened with prayer and the Pledge of Allegiance
  • Commissioner Robertson moved to approve the minutes from November 13th, 2025. Lening seconded. Motion carried.
  • Commissioner Oswald moved to approve the vouchers, with the addition of DocuSign by Oswald for Public Health 0031AMD3-PHEP for $30,689.00 FY26. Lening seconded. Motion carried.
  • Commissioner Oswald moved to approve the agenda with additions of #7 Old Business - Transfer of Schmidt Pit. #3 New Business Liquor License Renewal, 4 Resolution 2025-19 Designation of Cherry House as Historic Preservation Landmark. Lening seconded. Motion carried.

Old Business

Grant Updates: No updates

Landfill/Recycling: No updates

Housing: KCEDF was asking for an update on Cactus Corner, SECED is still waiting on certificate of occupancy. Oswald updated there are some property purchase options in Sheridan Lake to explore at a later date.

Planning & Zoning Update: The 1041 attorneys have completed the transfer of ownership between XCEL and lnvenergy for Towner East. Possibly one company putting in permit application near the end of December, and another in January.

Road & Bridge Update: No updates

2026 Budget: Hope to approve 2026 budget at next meeting in December.

2024 Audit Update: Adamson has received the draft audit, hoping to finalize it at next meeting in December.

Transfer of Schmidt Pit: Lening moved to transfer pit, Robertson seconded. Roll Call - Robertson, aye, Lening, aye, Oswald, aye. Motion carried.

Appointments

Tristan Wheeler - NextEra Project Introduction entered the meeting at 9:10 a.m.

Wheeler presented information packets to the BOCC regarding the company and their business as it relates to Colorado. They are planning to have a pre-permitting meeting next week, with the hope of completing a new solar project in 2029 south of Haswell.

Cindy McLoud entered the meeting at 9:25 am

Betsy Barnett entered the meeting at 9:35 am

McLoud & Barnett presented on behalf of KCEDF. There was discussion about the director's position, and it was decided the position would be posted.

David Gobel - ICONERGY Report presented at 11:25 am

Gobel presented an update regarding new windows at the courthouse. He had questions regarding materials in current windows and presented ideas for new windows.

Oswald moved to recess for lunch at 12:05 pm, Robertson seconded. Motion carried. Meeting resumed at 1:20 pm.

New Business

Monthly reports were handed out to the Board.

Time-Off Requests: One request, Lening moved to approve, Robertson seconded. Motion carried.

New Hire Progress Report: New Adm in Assistant is progressing well, New Deputy Clerk is learning at a great pace. New R&B employees are doing well.

Liquor License Renewal: Windmill Saloon - Oswald moved to renew license, Robertson seconded. Motion carried.

Resolution 2025-19: Designation of Cherry House as Historic Landmark: Oswald moved to approve the designation, Robertson seconded. Motion carried.

Adjournment

- With no further business, Roberston moved to adjourn at 2:08 p.m. Lening seconded Motion carried.
