Kiowa County Hospital District Meeting Minutes – January 23, 2018
The Kiowa County Hospital District and County Board met in regular session on January 23, 2018 at 6:45 p.m. at the Bransgrove Building Meeting Room.
District Board members present were: Mary Eikner, Sylvia Shields, Cathryn Anderson, Priscilla Waggoner, and Robert Woods.
County Board members present were: Lori Shalberg, John Negley, and Dennis Pearson. Absent -Craig Kerfoot (called), and Kim Harris (called).
Others present: Shannon Dixon, Char Korrell, Wendy McDowell, Colette Martin, Cindy McLoud, and Beth Spady.
CALL TO ORDER
The meeting was called to order by Priscilla Waggoner, Chairman of the Board at 6:45 pm.
COUNTY VOTING MEMBER SELECTION Dennis Pearson, John Negley, and Lori Shalberg.
APPROVAL OF MINUTES
A motion was made by Robert Woods to approve the November 28, 2017 and December 27.
2017 meeting minutes as presented and seconded by Sylvia Shields. All aye.
APPROVAL OF AGENDA
A motion was made by Sylvia Shields to approve the agenda after adding the NSIDE contract under old business and a request for executive session. Motion seconded by Mary Eikner. All aye.
PUBLIC COMMENT
No one was present for public comment.
CREDENTIALING
Dr. Jacquelyn Smith, Dr. Brian Steele, Dr. Shawn Corey, Dr. Michael Bennett, and Dr. Dipti Nevrekar were approved by Med Staff for courtesy privileges. Dr. Allison Edwards. Dr. Karin Liljestrand, Dr. Stephanie Diehlmann, Dr. Chad Knaus, and Dr. David Lenderts were approved for active privileges by Med Staff. A motion was made by Mary Eikner to approve privileges as designated for all providers listed above. Lori Shalberg seconded. All aye.
POLICIES & PROCEDURES
The Board reviewed and discussed this month's five-page summary of revisions to department specific policies. A motion was made by Sylvia Shields to approve the proposed changes as presented. Lori Shalberg seconded the motion. All aye.
STANDING REPORTS
CEO
Andy Zoeg, electrical engineer, toured the facility to inspect existing lighting and discuss LED. Kiowa County Hospital District has opted to implement the suggestions and transition plan provided by Andy Zoeg after considering previous bids to replace the existing lighting with LED which was estimated at $52,000.
Kiowa County Hospital District is utilizing Delta HealthCare to assist us in our efforts to recruit a physician. Delta Healthcare will provide weekly updates on progress and potential candidates.
Staff from Kiowa County Hospital District and Athena have completed the first implementation meeting and continue to work towards a smooth transition.
Repairs on the sewer at Kiowa County Hospital District are scheduled for March of 2018. Administration is working to develop a project plan to address any issues that may arise from the repairs and to ensure quality care and safety for residents, patients, and staff while repairs are taking place.
CFO
The December financials were reviewed and discussed by the Board. In December, there were 38 days of swing bed and IO inpatient stays.
Stockman, Cast, Ryan & Co. did a site visit in January to gather information for the upcoming financial audit scheduled for March of 2018.
After discussion, the Board would like to have the monthly check register and credit card statements included in their financial packets for review.
CNO
Training on the new telemetry equipment is scheduled for staff starting the week of January 29th.
Morgan Jones-Bennett was hired as the Acute Care Coordinator. Renay Crain will now be overseeing our quality assurance and compliance program.
NSIDE CONSULTING
Colette Martin discussed possible dates for completing the Board Workshop. The Workshop is scheduled for Monday, February 26th from 9 am - 5 pm at the Cobblestone Inn in Eads.
HOSPITAL QUALITY & SAFETY
Wendy McDowell reviewed the Quality Report Scorecard with the Board. There were three falls with no injuries noted. Kiowa County Hospital District is now utilizing silent alarm systems that will notify staff but do not alarm in the resident's room. There was one med error in December with no injury noted.
OLD BUSINESS
NSIDE CONTRACT
Sylvia Shields made a motion to extend the agreement with NSIDE Consulting, LLC until December 31, 2018 with the same rates, terms, and conditions. Motion was seconded by Mary Eikner. All aye.
NEW BUSINESS
2018 ELECTION
The terms for Robert Woods and Cathryn Anderson are up this year with both positions being four-year terms. Sylvia Shields made a motion to approve the resolution to appoint Beth Spady as the Designated Election Official for the special district election scheduled for Tuesday, May 8, 2018 which will be conducted as a mail ballot election and may be cancelled if needed by the Designated Election Official. Motion was seconded by Lori Shalberg. All aye.
POSTING PLACES/MEETINGS
Mary Eikner made a motion to continue posting notices regarding the Kiowa County Hospital District and County Board meetings at the Kiowa County Courthouse, Eads Post Office, and the Kiowa County Hospital. Lori Shalberg seconded the motion. All aye.
AMBULANCE/HOSPITAL AGREEMENTS
Robert Woods motioned to approve the intergovernmental agreements between Kiowa County Hospital District and Kiowa County Commissioners for ambulance services in Kiowa County. Motion was seconded by John Negley. All aye.
EXECUTIVE SESSION
A motion was made by Lori Shalberg to go into executive session to consider matters required to be kept confidential by federal or state law or rules and regulations pursuant to and as pemitted by CRS 24-6-402 (4)(c). Cathryn Anderson seconded the motion. All aye.
Executive session convened at 8:25 pm and was returned to regular session at 8:42 pm.

The meeting was adjourned at 8:43 pm. Motion by Lori Shalberg and seconded by Cathryn Anderson. All aye.
