Tuesday, November 10, 2025 6:00 P.M.

CALL TO ORDER

Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 p.m. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilman Zach Anderson led the group in prayer.

Council Present: Carleton Pelton, Rex Hyle, Karen Gregg, Zach Anderson and Mark Galli. Absent: Sherry Jones.

Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, and Karen Miller Deputy Clerk.

Visitors: None.

APPROVED AGENDA

Council approved the agenda upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.

VISITORS No visitors were present.

SHERIFF'S MONTHLY REPORT No report submitted.

MINUTES

Council reviewed and approved the October 14th & October 20th minutes upon motion from Council Galli and seconded by Council Hyle. All voting for, motion carried.

BILLS FOR ALL FUNDS

Council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by Councilman Anderson. Voting for: Pelton, Gregg, Anderson, and Galli. Abstained: Hyle. Mayor Pro Tern Pelton declared the motion carried.

BUILDING PERMIT

H&T Properties LLC Remove House

Ethan Burgess Chain Link Fence

Council reviewed and approved the building permits upon motion from Councilman Galli and seconded . by Councilwoman Gregg. All voting for, motion carried.

LIQUOR LICENSE RENEWAL

The Gap Liquor License Renewal was approved upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried.

CURB & GUTTER AND SIDEWALK IMPROVEMENT DISTRICT

Cheyenne County Abstract office is working on the legals for the TAP project petition to be circulated with property owners for their portions. The Cheyenne County Commissioners were approached on their portions of the project. They will be budgeting for their portion in their 2026 budget as per the meeting that was held with Mayor Pro-Tern Pelton, Manager Hyle, and Town Clerk Administrator Knud Senator

2026 ELECTION

The Council appointed Town Clerk Administrator Knudsen as the 2026 Election Official upon motion from Councilman Anderson and seconded by Councilman Hyle. All voting for, motion carried.

BUDGET 2026

Council reviewed all the budget figures submitted. The budget is set for approval at the December meeting pending the final assessed valuation received from the Cheyenne County Assessor.

ADMINISTRATIVE UPDATES

Council was updated by staff on the TAP, WRD, and Water Improvement projects.

Town Manager Hyle stated the auction went well on the sale of equipment.

The Council approved the purchase of a 2017 Ford F250 with snowplow in the amount of $34,622 and a 2021 Chevy Silverado with a snowplow in the amount of $42,51 O upon motion from Councilman Anderson and seconded by Councilwoman Gregg. All voting for, motion carried.

EXECUTIVE SESSION (If needed) None needed.

COUNCIL REPORTS

CWHA-Councilman Hyle Everything is going well.

ECCOG-ECCLD-Councilwoman Jones: Councilwoman Jones Absent. Town Clerk Administrator Knudsen was granted full paid tuition from ECCOG to attend the weeklong grant class via zoom beginning November 17th through ECCOG.

Parks & Downtown-Councilpersons Gregg & Anderson: Councilman Anderson is working with CWRA on a pledge letter for the Splash Pad. Councilman Gregg is working on the upcoming community Tumbleweed Parade soup supper.

Water-Councilman Pelton and Councilwoman Jones: Mayor Pro-tern Pelton discussed the water improvements earlier in the meeting.

OTHER COMMENTS & ANNOUNCEMENTS

City Offices will be closed November 11, 27th, & 28th

Regular Meeting & Christmas Party December 1st @The Gap 6 pm.

December 3'' Clerk's Office and Library Open House. Consensus of council to give three minimum water certificates and three gift certificates from the local businesses for the open house annual drawing.

Tumbleweed Christmas will be December 14th downtown.

Mayor Pro-tern Pelton declared the meeting adjourned at 6:24 pm upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
