CALL TO ORDER

Mayor Pro Tem Carleton Pelton called the meeting to order at 6:00 pm and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones led the group in prayer.

Council Present: Carleton Pelton, Sherry Jones, Mark Galli, Karen Gregg, Rex Hyle, and Zach Anderson.

Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, and Leah Koeller Deputy Clerk.

Visitors: None.

APPROVE AGENDA

The agenda was approved with additional building permits upon motion from Councilman Galli and seconded by Anderson. All voting for, motion carried.

SHERIFF’S MAY MONTHLY REPORT

Council reviewed the Sheriff’s Report. No department staff were present.

MINUTES

The minutes for May 12 and May 18 were approved upon motion from Councilman Galli and seconded by Councilman Hyle. All voting for, motion carried.

BILLS FOR ALL FUNDS

Council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by Councilwoman Jones. All voting for, motion carried.

Council reviewed and approved the building permit for Carleton Pelton upon motion from Councilman Anderson and seconded by Councilman Galli. Voting for: Anderson, Gregg, Hyle, Jones, and Galli. Abstained: Pelton. Motion carried.

Council reviewed and approved the remaining building permits upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.

Council reviewed and approved Tiger Mike’s yearly peddler license upon motion from Councilman Galli and seconded by Councilman Hyle. All voting for, motion carried.

DOLA EIAF 26-218 AWARD LETTER

Council reviewed the DOLA EIAF 26-218 award letter for funding on the Feyh Water Treatment Plant. Council thanked Town Clerk Administrator Knudsen for presenting the application on behalf of the town at the hearing in Canon City.

RESIGNATION OF MUNICIPAL JUDGE DENI EIRING

Council reviewed the resignation email from Judge Eiring. She will be the District Judge for the 16th Judicial District. The Council accepted her resignation and wished her well. The Town will await the announcement of a new county judge before the municipal judge is replaced. Municipal court for July will be cancelled. All tickets set for the July date will be postponed until August.

TOWN TUMBLEWEED FESTIVAL SATURDAY, JULY 25TH

Town staff are planning the hotdog lunch, games, and give aways for the 250th Tumbleweed festivities downtown on Saturday, July 25th. Councilwoman Gregg is contacting the boy scouts and girl scouts to assist with serving and she will get the condiments. Alicia Helm is setting up the vendors in the Eastern Colorado Banks park area for the morning. The Town will have a central location to give away water for both parade and hot dog meals.

ADMINISTRATIVE REPORTS

Council was updated on public works. The 75k storage tank painting project has started. The USG crew sanding and painting the tank knocked down the communication unit causing the storage tank to run out of water. A few residents were without water for a brief amount of time in the early morning hours. Staff was able to manually fill the tank back up within a couple of hours. USG will reimburse the town for the repair of the communication unit as TLECC was called to repair the telemetry. Staff installed a new water service for Shirley Pelton’s new home. Kemp’s Well service did potholing at the water tower for valve locations as we will be flushing the towers out. We will be looking at quotes for mixers both tanks. The warning siren has been moved and tested to be in working order at the CW Housing Authority. We are reviewing the fire hydrant maintenance needs.

SRF loan forgiveness application was submitted for the Water Treatment Plants. We should hear back on it by August. Starlink and new phone systems are installed. We have a new Facebook account set up. Council and Staff will need to start thinking about prepping for the 2027 budget. The last sales tax increase to 2% was approved in 1996 by the vote of the people. Council will need to begin discussing the options for sales tax as inflation has increased dramatically over the last 30 years. Leah Koeller started full-time on June 1 as a deputy in our office. Workman’s Comp and Property & Casualty renewal reports have been submitted to CIRSA. Will be attending a GOCO workshop in Cheraw and touring their new park facility that was funded with GOCO funds on June 18th. Colorado Wildlife Parks Grant was submitted for the splash park project by the CWRA grant writer Tammy Fehringer.

Council reviewed a letter from a company that was interested in putting in a charging station.

EXECUTIVE SESSION (IF NEEDED)

There was no executive session.

COUNCIL REPORTS

CWHA-Councilman Hyle

Meeting last night, all units but one is filled. The one that isn’t filled, the report came back from the state, and it will have to be completely cleaned and gutted before a tenant can move in.

ECCOG & ECCLD-Councilwoman Jones

Library meeting is set for June 10 at 9. ECCOG did a ballot vote to approve their financials.

Parks & Downtown-Councilpersons Gregg & Anderson

We reached the company on the book park library idea. We would need 18 poles to do one book and after discussion of maintenance and who would change out the pages it doesn’t look like this project would be feasible. We are looking at possibly replacing some of the playground equipment instead.

Water- Councilman Pelton & Councilwoman Jones

We are working on the water tank maintenance needs.

Streets-Councilman Hyle & Councilman Galli

We are working on cold patching potholes and removing the oil tank at the fairgrounds.
