Town of Eads Board of Trustees meeting minutes - July 14, 2020

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday July 14, 2020 at 5:00 p.m. in the Town Hall. Town Clerk, Robin Fox, took roll call:

Mayor – Joe D. Shields- Present

Trustees – Present – Dennis Pearson, Justin McLoud, Kathy McCracken, Karl Eikenberg, and Meghan Buck

Absent – Terry Riley

Town Clerk- Robin Fox –Present

Assistant Clerk- Barbara Scranton-Present

Director of Public Works- Van Brown- Present

Minutes­- Meghan Buck motioned to approve the minutes as presented. Kathy McCracken seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. The Board of Trustee’s was informed that the car lease portion of the Police Agreement payment to the Kiowa County Sheriff’s Department has been paid off.  Kathy McCracken motioned to approve payment of the bills ($31,767.63 Water, $11364.32 Utility, $37565.10 General, $1,823.45 Conservation, $44.89 Airport: $82,565.39 Total). Justin McLoud seconded, motion passed unanimously. 

Old Business:

Pool- Justin McLoud spoke with Dannah Koeniger regarding the potential granters and what will be necessary or helpful for the town to receive funds. The Town is in contact with the County Clerk and the town’s attorney to take the necessary steps to get a sales tax question on the ballot.  The deadline for formal action to notify the county clerk that the town will be participating in the 2020 General Election is July 25, 2020. Dennis Pearson motioned to get the question on the ballot. Karl Eikenberg seconded, motion passed unanimously. Justin McLoud will notify the Kiowa County Clerk.     

New Business: 

Amanda Brown (Audit) – Amanda Brown presented the Board of Trustees with the results of the 2019 audit and will submit it to the State Auditor’s office electronically on the 15.  The Board of Trustees was also given a letter of Engagement to retain the services of Amanda Brown for the 2020 Financial Audit. Karl Eikenberg motioned to retain Amanda Brown for the 2020 Financial Audit. Justin McLoud seconded, motion passed unanimously.

Tank Repair – Ken White with GMS presented the Board of Trustees with the bids received for the repair of the 50,000 gallon elevated water storage tank interior coating. The town was awarded an Energy Mineral Impact Assistance (EMIA) grant for $41,550. GMS received 6 bids for the coating and repair. After discussing the different bids M&M Tank Coating Co., Inc is the best option. Dennis Pearson motioned to award M&M Tank Coating Co., Inc with bid. Karl Eikenberg seconded, motion passed unanimously. 

Liquor Licenses – Town Clerk Robin Fox submitted 2 requests for liquor license renewals. Justin McLoud motioned to approve the first license request. Karl Eikenberg seconded. With a roll call vote, Justin McLoud – Yes; Dennis Pearson – Yes; Kathy McCracken – Yes; Terry Riley – Yes; Meghan Buck – Yes; Karl Eikenberg – Yes, the motion passed. 

Kathy McCracken motioned to approve the second license request. Meghan Buck seconded. With a roll call vote, Justin McLoud – Abstain; Dennis Pearson – Yes; Kathy McCracken – Yes; Terry Riley – Yes; Meghan Buck – Yes; Karl Eikenberg – Yes, the motion passed.

Bring Up Items

Waste Water Liner – Applications are due to Department of Local Affairs (DOLA) by August 1 for the EMIA grant needed for the wastewater liner replacement. GMS will be assisting the town with the grant. Karl Eikenberg motioned to approve the submission of the DOLA application. Kathy McCracken seconded, motion passed unanimously. 

Truck Parking Ordinance- Justin McLoud was asked about the truck parking ordinances in town. He was approached about some street damage caused by parked trucks. The street referred to is currently scheduled to be repaired and is a truck route street. 

Sewer Smell – The town has been contacted about sewer smell coming through the lines into homes. Van Brown is going to install a vent along the line with charcoal filters. 

Incentives – Robin Fox was asked about the business incentive offered by the Town. She assured them that the incentive has been applied as a credit to their utility account.

Adjournment- Kathy McCracken motioned to adjourn the meeting at 6:05 pm. Karl Eikenberg seconded, motion passed unanimously.
