General Contractor Services for Pre-Construction Design, Cost Estimation, and Final Construction Documents

Swimming Pool and Bath House Project

Issue Date: September 9, 2025

Proposal Due Date: September 23, 2025

I.               INTRODUCTION

The Town of Eads, Colorado ("Town") is seeking proposals from qualified General Contractors to provide pre-construction design, cost estimating, and the development of architect- and engineer­stamped construction documents for a new public swimming pool and bath house facility. The selected Contractor will work in close collaboration with the Town, project stakeholders, and funding agencies to ensure the project meets all regulatory, technical, and funding requirements.

The anticipated completion date for all pre-construction deliverables, including stamped construction documents and final cost estimates, is December 2025.

II.             PROJECT BACKGROUND

The Town of Eads is pursuing the development of a new community swimming pool and bath house to replace aging recreational infrastructure and provide safe, accessible, and sustainable amenities for residents and visitors. This project is a key part of the Town's efforts to enhance quality of life, promote community health, and support economic vitality.

The Town anticipates pursuing multiple grant funding opportunities and other financial support to complete this project. Therefore, all design and pre-construction documents must align with requirements and compliance standards associated with such funding sources.

Ill. SCOPE OF SERVICES

The selected Contractor will be responsible for the following:

1. Pre-Construction Design Services

  • Collaborate with Town representatives and stakeholders to define project needs and priorities.
  • Hire an architect & engineering firm to develop schematic designs, renderings, and site layouts for the bath house.
  • Collaborate with pool firm (DKE Design & Engineering) to incorporate pool design in final site plans and total project cost estimates.
  • Incorporate accessibility, safety, sustainability, and code-compliance standards into all designs.
  • Total project budget to be in the range of $750,000-$1,000,000

2. Cost Estimating and Funding Compliance

  • Provide detailed cost estimates at key design milestones.
  • Prepare construction budgets that align with anticipated funding requirements.
  • Work with the Town to ensure documentation meets grant and funding application standards.

3. Construction Documents

  • Produce complete architectural and engineered stamped construction documents suitable for permitting and competitive bidding.
  • Include all necessary civil, structural, mechanical, electrical, and plumbing design elements.

4. Schedule and Deliverables

  • Regularly update the Town on project progress.
  • Deliver 30 percent, 60 percent, 90 percent, and 100 percent design submittals with corresponding cost estimates.
  • Provide final stamped construction documents and comprehensive cost estimates no later than December 31, 2025.

IV. PROPOSAL REQUIREMENTS

Proposals should include, at a minimum, the following information:

  1. Cover Letter introducing the firm and summarizing qualifications.
  2. Company Profile including history, ownership, office locations, and size.
  3. Project Team including qualifications and relevant experience of key personnel.
  4. Relevant Experience with similar construction projects.
  5. Approach and Work Plan describing how the firm will execute the scope of work.
  6. Proposed Schedule demonstrating ability to meet the December 2025 deadline.
  7. Cost Proposal including fees for pre-construction services, design, and construction documentation.
  8. References from at least three (3) similar projects completed within the past five years.

V. SELECTION CRITERIA

Proposals will be evaluated on the following:

  • Demonstrated experience with municipal and recreational facility projects.
  • Willingness to utilize local subcontractors and in-kind donations for services and materials.
  • Qualifications of proposed team members.
  • Quality and completeness of the proposal.
  • Ability to meet project deadlines.
  • Proposed costs and value to the Town.
  • Experience meeting grant and funding compliance requirements.

VI. SUBMISSION INSTRUCTIONS

Proposals must be submitted by September 25th at 2:00 PM to:

VII.         PROJECT TIMELINE

  • RFP Release Date: September 10, 2025
  • Proposal Due Date: October 1, 2025 by 2:00 PM
  • Selection and Notification: October 1, 2025
  • Contract Award: October 2, 2025
  • Project Completion: December 31, 2025

VIII. RESERVATION OF RIGHTS

The Town of Eads reserves the right to reject any or all proposals, to waive irregularities or informalities, and to award the contract in the best interest of the Town.
