The Colorado Bureau of Investigation has arrested a Gilpin County home contractor on felony charges alleging he took more than $1.1 million from a couple for a home construction project that was never completed.

David Paul Perez, 57, doing business as PJ Construction, was taken into custody by CBI agents Friday, July 17, 2026, following an investigation by the CBI Economic Crime Unit that began in October 2025. Perez posted a $50,000 cash or surety bond and is required to appear for future court dates.

The First Judicial District Attorney's Office filed three counts against Perez in May 2026:

• COUNT 1: Theft, C.R.S. 18-4-401(1),(2)(i) (F3) — $100,000 or more but less than $1,000,000
• COUNT 2: Theft, C.R.S. 18-4-401(1),(2)(i) (F3)
• COUNT 3: Theft from a person at-risk victim, C.R.S. 18-6.5-103(5); 18-4-401(1),(5) (F4)

According to the arrest affidavit, Perez received more than $1.1 million from a Gilpin County couple beginning in 2022 for materials and labor toward construction of a residence. Investigators allege the home was never built and the funds were not used for the project as agreed.

The at-risk charge stems from investigators identifying one of the victims, an 82-year-old woman, as an at-risk adult under Colorado law. Her husband passed away in 2025.

An arrest warrant was issued May 11, 2026. Perez's next court appearance is scheduled for August 4, 2026, at 8:30 a.m. in Gilpin County. The criminal court case number is 26CR57.

Charges are merely accusations; all defendants are presumed innocent unless and until proven guilty in a court of law.
