Kiowa County Commissioners meeting minutes – September 27, 2108

The Kiowa County Commissioners Regular meeting was called to order by Chairman Richard Scott on September 27, 2018 at 9:00 a.m. Those in attendance were:

Tina Adamson, County Administrator

Oswald moved McLoud seconded to approve the minutes of the last meeting. Motion carried.

McLoud moved and Oswald seconded the motion to approve the vouchers as presented. Motion carried.

Scott moved and McLoud seconded the motion to approve the agenda with the following additions: New Business: County Rd. 49/Letter, Road & Bridge employees Fair Time/Hours and in Old Business: Extension Office. Motion carried.

Van Brown, Eads Town Manager entered the meeting at 09:25 a.m. to thank the Commissioners for allowing the Road & Bridge Department in assisting with the town Chip Sealing Project for the Town of Eads. Brown asked if the county could assist again in 2019 for further chip sealing in the Town of Eads. The Commissioners said they didn’t think this would be an issue. Brown thanked the BOCC and exited the meeting at 9:40 a.m.

Grants: McLoud has been working on the State Historical Grant. She said members from Anschutz will be doing a walk thru of the senior citizen building

NPS Cooperative Agreement: McLoud moved and Oswald seconded the motion to sign Cooperative Agreement #P18AC01300 with the National Park Service for further work to be done on the Murdock Building Project. Motion carried. 

District Court Judge Brinkley entered the meeting at 10:00 a.m. to discuss the Court Security Funding. Brinkley said they will fund for man power only from Jan to July for 2019. Brinkley once again said he would like to get the Kiowa County Courthouse to a single entry point. The Commissioner’s agreed they need to hire an architect to draw up plans for this type of project and review the cost factor.

Grant Policies & Procedures Manual Review: Oswald moved and McLoud seconded the motion to adopt the Kiowa County Grant Policies & Procedures Manual. Motion carried.

Landfill Update: Fees for the landfill, dumpster fees and the possibility of an additional person being hired at the landfill were discussed. No decisions were made.

The soil testing at the Haswell landfill came back acceptable, so there will be no need for backfill.

Discussion followed over a tarp that is 50 feet wide and 100 feet long that would hold the trash/soil in place. This type of tarp could be used as daily coverage so that the landfill operator would not have to put soil coverage down every evening. No decisions were made.

Extension Office: The Commissioners all agreed they will still request to have an Ag and Natural Resources agent for this area.

Kelly Roesch, Agronomist for the State of Colorado Extension Office entered the meeting to discuss the 17 drought condition letters that he had sent out for area farmers. Roesch provided information on the different programs he has been providing throughout the last few months. Roesch exited the meeting at 11:09 a.m.

Upcoming meetings: Meetings and reports were reviewed and signed. Scott moved and Oswald seconded the motion to recess for lunch at 12:00 p.m. Motion carried. The meeting reconvened at 1:00 p.m.

Useful Public Service Program: Administrative Adamson read the letter from the UPS Coordinator requesting an increase for Kiowa County. The Commissioners will review the increase and see if it can be included in the 2019 budget.

CHP Benefits Option: The County Health Pool work sheets for 2019 were reviewed. Open enrollment will take place. The county health insurance will increase by 5.5%. 

Road & Bridge Fair Time and Hours: Discussion followed with no decisions being made.

Roland Sorensen, Secretary/Treasurer for the American Legion entered the meeting at 1:30 p.m. to discuss the flooring in the Legion Hall. He said there is a 25 foot by 25 foot section in the floor that needs to be repaired. Sorensen asked if the county could possibly assist in repair the flooring. The Commissioners will review and see if they can work it into the 2019 budget. 

Fair & Demolition Derby: Barbara Wilson and Bart Michael with the Fair board entered the meeting at 2:10 p.m. Michael said there will be a Demolition Derby on October 7, 2018 with a start time of 2:00 p.m.

County Road 49/May Valley Road: A letter will be sent to a property owner and asked not to travel on the May Valley when they are loaded. 

McLoud moved and Oswald seconded to adjourn meeting. Motion carried.
