Kiowa County Commissioners meeting minutes - January 14, 2025

The Reorganizational meeting of the Kiowa County Commissioners was called to order on, January 14, 2025; at 9:00 a.m. by Chairman Donald Oswald. Robertson opened the meeting with prayer and the Pledge of Allegiance.

Minutes: Robertson moved, and Lening seconded the motion to approve the minutes of December 24, 2024. Motion carried.

Vouchers: Oswald moved, Lening seconded the motion to approve the vouchers as presented. Motion carried.

Agenda: Oswald moved to approve the amended agenda with the two additions. New Business Additions: Fairboard Letter and ROW permits for SECPA. Lening seconded the motion. Motion carried.

Members of the Audience:

Natacha Kiler with lnvenergy and Cindy McLoud with KCEDF were included as the audience.

Oswald moved to recess the meeting at 10:00 and Robertson seconded the motion to have Judge Johnston swear Commissioner Oswald and Lening for their new terms of office. Motion carried. The meeting resumed at 10:13 a.m.

OLD BUSINESS:

Grant Updates: Cindy McLoud discussed the possibility of working on a grant for KCDEF. The Commissioners will need more information on the amount of the grant before making any decision.

Underfunded Courthouse Grant: There was discussion on a generator for the courthouse. More information is needed.

Landfill/Recycling Update: There is a company interested in removing all the cement at the landfill at no expense to the County. Robertson moved to approve and Lening seconded the motion to allow this company to come and remove all the cement. Motion carried.

Housing Update: No action taken.

Planning & Zoning Update: No action taken.

Lening moved to recess for lunch at 12:06 p.m. Oswald seconded, motion carried. The meeting resumed at 1:08.

DSS: Dennis Pearson, Director of the Department of Social Services, provided a monthly report of his office.

NEW BUSINESS:

Meetings and Reports were reviewed and signed.

Road & Bridge: Allen Watts entered the meeting to discuss the possibility of returning back to work. The BOCC will meet with Mr. Watts next week.

Barbara McCoin sent a letter of resignation from the library board. The commissioners would like to thank Mrs. McCoin for the many hours she served as a board member.

Interview: Oswald moved to recess the meeting for an interview. Robertson seconded the motion. Motion carried.

Oswald moved and Robertson seconded the motion to offer Khris Canopin a landfill position. Mr. Canopin will do a ride along before accepting the job. Motion carried.

CHP Annual Designation: Oswald moved to appoint Commissioner Lening as the designated Colorado Health Pool committee person for Kiowa County, with Commissioner Robertson as the alternate. Lening second the motion. Motion carried.

Sheriff/Town Agreement: Robertson moved and Lening seconded the motion to approve the Annual Agreement between the Town of Eads and the Sheriff's Office. Motion carried.

Lening moved to have Kiowa County Treasurer, Diana Flory put $1 million dollars into a CDARS account and $1 million into an ICS account. Robertson seconds the motion. Motion carried.

Right of Way Permit: Robertson moved and Lening seconded the motion to approve two Right Of Way Permits for Southeast Colorado Power. One permit is for overhead power lines at the location of County Road K between County Road 19 and 20. Motion carried.

The second permit will be for use of 220 feet on County Road K and County Road 33 for installation for underground cable. Motion carried.

The next regular meeting will be held January 30, 2025 at 9:00 a.m.

With no other business to discuss, Robertson moved and Lening seconded to adjourn the meeting at 4:52 p.m. Motion carried.
