The Town of Kit Carson Trustees met on February 27, 2023, at 6:30 p.m. at the Town Hall in Regular Session. Present and answering roll call were Mayor Jeremy Gaynor. Mayor Pro Tern Rick Gekeler. Trustees: Mike Buchanan, Joel Maxcy, Jason Dechant, Matt Randel, and Carl Anderson (arrived at 6:50). Staff present: Town Clerk: Christie Johnson.
CALLED TO ORDER
Mayor Gaynor called the regular board meeting to order at 6:37 p.m.

AGENDA
Mayor Gaynor asked for a motion to approve the agenda with the additions. Mike made a motion to approve the agenda with the additions. Matt seconded it. Motion carried.
MINUTES
Mayor Gaynor asked for a motion to approve the minutes from the January 30, 2023, meeting. Mike made a motion to approve the minutes. Joel seconded it. Motion carried.
OLD BUSINESS
DOUG SCHWENKE
Doug came to the meeting to let the Board members know what is going on with the waste water project. He went over documents that had charts and reports in it. He discussed loans, planning grants and setting up pre-qualification meetings on zoom. Doug said the construction should start in February or March of 2024 and end in the later part of 2024.
Joel asked him who the town would contact to have a water study done. Doug said that his company could do one.
RANDY HOLLAND CONTRACT
Randy and the Board discussed the contract agreement that Stan had given the town for Randy's contract labor with the town. They agreed to add it minus the paragraph about insurance to the contract that Randy had given the town. Mayor Gaynor asked for a motion to approve this. Mike made a motion to approve this. Jason seconded it. Motion carried.
IGA WITH THE COUNTY
The Board asked if the price included the labor. Marcy Brossman said that the agreement says that the County will lease the equipment to the Town if the County doesn't need the equipment at that particular time.
GRANT FOR SENIOR CENTER
The Board said to tell Candace Payne that they want to go ahead with the grant that was received for the update and repair of the senior center.
PUBLIC WORKS REPORT
Jeremy said he will be doing a sewer discharge soon.
NEW BUSINESS
DEBBIE MITCHEK
Debbie asked if she could block off 4th Avenue from Park Street to Main Street for a family reunion/graduation party in May. The Board approved it this one time to see how it goes. Mayor Gaynor asked for a motion to approve this. Matt made a motion to approve this. Rick seconded it. Motion carried.
CHEYENNE COUNTY TUMBLEWEED FAIR DONATION
The Board members agreed to donate $500 to the 2023 Cheyenne County Tumbleweed Fair. Mayor Gaynor asked for a motion to approve this. Matt made a motion to donate $500.00 to the fair. Mike seconded it. Motion carried.
ADDITIONS
OPIOID SETTLEMENT
The Board member agreed to sign the participation forms on the Opioid Settlement. Mayor Gaynor asked for a motion to sign the forms. Jason made a motion to sign the Opioid Settlement form. Joel seconded it. Motion carried.
TREES
Jason asked about buying trees. Joel said that he had already bought some trees that he is going to donate.
GENERAL FUND CD RENEWAL
The General Fund CD was renewed for another 6 months.
TREASURES REPORT
Mayor Gaynor asked for an approval of the Treasures Report. Joel made a Motion to approve it. Mike seconded it. Motion carried.
ADJOURNMENT
Mayor Gaynor asked for a motion to adjourn the meeting. Mike made a motion to adjourn. Matt seconded it. Motion carried.
