Polis announces new boards and commissions appointments

Air Quality Control Commission

The Commission develops and maintains a comprehensive program for the prevention and control of air pollution in Colorado. The major goal of this program is to meet national ambient air quality standards.

effective February 1, 2020 for terms expiring January 31, 2025:

Robert “Patrick” Cummins Jr of Durango, Colorado, to serve as a person with appropriate scientific experience, and a Democrat, appointed;
Elise Jones of Boulder, Colorado, to serve as a person with appropriate technical and private sector experience, and a Democrat, reappointed.

Environmental Justice Ombudsperson

The Environmental Justice Ombudsperson is a new, independent role created within CDPHE by the Environmental Justice Act (HB21-1266). The Ombudsperson will work to advance environmental justice by serving as a liaison to and advocate for Disproportionately Impacted (DI) Communities, work to improve relationships with DI Communities, and coordinate environmental justice work across state government. The Ombudsperson will also oversee the response to complaints and inquiries about environmental justice matters.

Effective March 1, 2022 for a term expiring at the pleasure of the Governor:

Marcus Howell of Aurora, Colorado, appointed.

Health Insurance Affordability Enterprise

Senate Bill 20-2015 created the Health Insurance Affordability Enterprise. The enterprise, under the governance of the Health Insurance Affordability Board, will administer a health insurance affordability fee on Colorado health insurance carriers and a special assessment on hospitals to fund measures to reduce consumer costs for individual health coverage plans.

Samuel “Todd” Young of Grand Junction, Colorado, to serve as a representative of a business that purchases or otherwise provides health insurance for its employees, occasioned by the resignation of Shawn Satterfield of Evergreen, Colorado, appointed.

Judicial Nominating Commissions

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that selects nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

Second Judicial District Nominating Commission

for a term expiring December 31, 2027:

Ryan Cobbins of Denver, Colorado, to serve as a non-attorney, as an Unaffiliated, and a member from Denver County, appointed.

Seventh Judicial District Judicial Nominating Commission

for a term expiring December 31, 2024:

Sally Hays of Gunnison, Colorado, to serve as a non-attorney, as an Unaffiliated, and a member from Gunnison County, occasioned by the resignation of Bradley Harding of Paonia, Colorado, appointed.

Tenth Judicial District Judicial Nominating Commission

for a term expiring December 31, 2027:

Roberta “Christy” Naranjo of Pueblo, Colorado, to serve as a non-attorney, a Democrat, and a member from Pueblo County, appointed.

Pollution Prevention Advisory Board

The Board develops pollution prevention goals and objectives, reviews environmental regulatory programs, laws and policies to identify opportunities and incentives, provides direction for pollution prevention outreach, education, training and technical assistance programs, and supports non-regulatory public and private efforts that promote pollution prevention.

In addition, the Board administers the Pollution Prevention Grants and the Recycling Resources Economic Opportunity Grants and Rebates.

Briana Rothrock of Pueblo, Colorado, serving as a representative of local government, occasioned by the resignation of Josh Gallegos of Pueblo, Colorado, appointed.

Radiation Advisory Committee

The Radiation Advisory Committee (RAC) consists of nine members representing the healing arts, industry and higher education. The RAC provides technical advice to the department relating to the radiation control program. The radiation control program regulates the possession, use and disposal of radioactive material and radiation producing machines. As an Agreement State with the U.S. Nuclear Regulatory Commission, the state has ceded the regulation of uranium milling within this program. The program conducts mammography inspections for the U.S. Food and Drug Agency, and implements radon education through grants to local organizations for the U.S. Environmental Protection Agency. Rulemaking authority for the program resides with the Board of Health.

Urban Drainage and Flood Control District

The Urban Drainage and Flood Control Districts Board of Directors assists local governments in the planning, design, construction and maintenance of multi-jurisdictional drainage and flood control projects.
