Town of Cheyenne Wells council meeting minutes – July 8, 2025

CALL TO ORDER

Mayor Pro Tem Carleton Pelton called the meeting to order at 6:00 pm and led the group in the Pledge of Allegiance to the U.S. Flag.  Councilwoman Sherry Jones led the group in prayer.

  • Council Present: Carleton Pelton, Rex Hyle, Zach Anderson, Sherry Jones, Karen Gregg & Mark Galli.
  • Staff Present: Rex Hyle Town Manager and Debbie Knudsen Town Clerk Administrator.
  • Visitors: CCSO Kayla Murdock and Bob & Mindy Nestor.

APPROVED AGENDA

Council approved agenda upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for, motion carried.

ORDINANCE #287 AND #287 PUBLIC HEARING

Notice of public hearing had been posted on community bulletin board here at city hall and in the Kiowa County Press.  No public comment was heard on the storage containers or abandoned vehicles and parking on public streets. 

SPECIAL EVENTS LIQUOR LICENSE HEARING AND CHANGE SALE OFF PREMISE

Prairie View Health Resources submitted their annual special events liquor license for the Cajun boil on September 6, 2025.  No public comment.  The special events liquor license was approved and the fee waived upon motion from Councilman Hyle and seconded by Councilman Galli.  Voting for: Pelton, Galli, Hyle, Gregg, and Anderson.  Voting against: Jones.  Mayor Pro Tem declared the motion carried.

Cheyenne Tavern-Change of Sale Off-Premises 

Cheyenne Tavern sent in an application and paid the application fee to the State of Colorado to sell sealed take out alcoholic beverages.  No public comment.  Council approved the off-premises sale upon motion from Councilman Rex and seconded by Councilman Zach Anderson.  Voting for: Pelton, Galli, Hyle, Gregg, and Anderson.  Voting against: Jones.  Mayor Pro Tem declared the motion carried.

SHERIFF’S MONTHLY REPORT

The council reviewed the June Sheriff’s report.  CCSO Kayla Murdock discussed the report with Council.  Manager Hyle stated that stop signs are in and most of have been installed.

MINUTES

The Council reviewed and approved the June 10th  minutes upon motion from Councilman Anderson and seconded by Councilwoman Galli.  All voting for, motion carried.

BILLS FOR ALL FUNDS

The Council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by Councilman Anderson.  Voting for: Anderson, Gregg, Pelton, Jones, & Galli.  Abstained: Hyle.  Mayor Pro Tem declared the motion carried.

Town Manger Hyle inspected and signed submitted building permits.  Council reviewed and approved the building permits for Kern, Nestor, Jefferson, Larsen upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for motion carried.  Council approved Mark Galli and Zane Galli building permits upon motion from Councilman Anderson and Councilman Hyle.  Voting for: Anderson, Gregg, Hyle, Pelton, & Jones.  Abstained: Galli.  Mayor Pro Tem Pelton declared the motion carried.

FINAL READING ORDINANCES #287 and #288       

Council approved Ordinance #287 “Establishing Zoning Criteria on Storage Container” upon motion from Councilman Hyle and seconded by Councilman Anderson.  All voting for, motion carried.

Council approved Ordinance #287 “Regulating Junk & Abandoned Vehicles and Parking” upon motion from Councilman Anderson and seconded by Councilman Galli.  All voting for, motion carried.

DISCUSS SURVEY PROPERTY LINE AT 60 EAST 6TH

Town Manager Hyle discussed survey needs for future construction and town owned street on East 6th. It was Consensus of Council to do 50/50 cost share to survey the platted road portion on East 6th North if all property owners were interested. 

REVIEW DRAFT ORDINANCE REGISTERED SEX OFFENDERS LIVING 1000’ WITHIN SCHOOL AREA

The Council reviewed and discussed the ordinance that was drafted with legal content from Attorney Campbell.  Discussion followed. 

ADMINISTRATIVE REPORTS

The monthly water sample came back fine.

The chip seal project on 13th and 15th is almost complete.  Weather has played a role. 

Councilman Hyle and Anderson attended the CML Conference in Breckenridge.

We are looking into getting bids on the drainage pan on West 5th.

We are waiting on CDOT to give notice to proceed on the TAP Grant

We will meet with RESPEC tomorrow for the SRF Water Treatment Grant and the WRD Housing Grant.

COUNCIL REPORTS

CWHA-Councilman Hyle

  • They did not have a meeting this month.

ECCOG & ECCLD-Councilwoman Jones

  • ECCOG discussed grants that are available for the region.  ECCLD meeting Councilwoman Jones discussed the outcome of the ADA door.  The back door into Library meets ADA requirement and the library will have that unlocked during working hours.  The town has the automatic door at front door and side door of the auditorium is unlocked during business hours. 

Parks & Downtown Councilpersons Gregg & Anderson

  • The surprise award for Ellette Eiring at the Medicine Arrow Park was well attended.  She loves the bench, community and park and thanks everyone.  She is very humbled.
  • Councilman Anderson met with Erika Kern, CWRA, on the funds they have raised for a splash pad and a grant writer who has worked with recreational grants.  This writer charges $50 per hour and thought to do this grant it would take about five hours ($250).  CWRA will have a table at fair with surveys for the community to fill out. 
  • Councilwoman Gregg stated that the town is planning to do the drinks and bags for the Cheyenne County Tumbleweed parade again this year.

Water-Councilpersons Pelton & Jones

  • Councilman Pelton stated they will be having their monthly meeting tomorrow with RESPEC to discuss the water treatment plant.

Streets-Councilman Hyle & Galli

  • Discussed earlier in the meeting.

OTHER COMMENTS & ANNOUNCEMENTS

  • Clerk’s Office closed July 10th and 11th
  • Regular Meeting August 12th
