TOWN OF CHEYENNE WELLS

COUNCIL CHAMBERS

6:00 P.M.

CALL TO ORDER

Mayor Uhland called the meeting to order at 6 pm and led the group in the pledge of allegiance to the US Flag.  Councilwoman Jones let the group in prayer.

  • Council Present: Carleton Pelton, Jared Lamb, Sherry Jones, Mark Galli, & Rex Hyle.
  • Council Absent:  None
  • Staff Present:  Town Clerk Administrator Debbie Knudsen, Town Superintendent Aaron Crum 
  • and Deputy Clerk Karen Miller.
  • Visitors:  Karen Gregg and Zach Anderson.

RESIGNATION LETTER JARED LAMB

Council reviewed and accepted the resignation letter effective June 30, 2023, for Councilman Jared Lamb with regrets.  Councilman Lamb has taken a transfer to Craig, Colorado. 

REVIEW LETTERS OF INTEREST OF COUNCIL CANDIDATES

The council reviewed and discussed the letters of intent with visitors Karen Gregg and Zach Anderson to be appointed Councilpersons to the Town of Cheyenne Wells. 

APPROVE AGENDA

The agenda was approved upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for, motion carried.

SHERIFF’S MONTHLY REPORT

Sheriff Buchanan did not submit a monthly report to the Council this month.

APPROVE MINUTES

The minutes for June 9, 2023, were reviewed and corrected upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

APPROVE BILLS FOR ALL FUNDS

The bills for all funds were reviewed and approved upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for, motion carried.  

Council reviewed the monthly KC Electric and quarterly Black Hill Energy Franchise tax received.

APPROVE BUILDING PERMITS

  • Quade Pelton     Chainlink Fence
  • Stephen Verille  Replace Shed
  • Robert Osban    Replace Porch/Steps/New Rail

Council reviewed and approved all building permits upon motion from Councilman Pelton and seconded by Councilman Hyle.  All voting for, motion carried.

APPROVE 2016 JOHN DEERE XUV825I ATV PURCHASE

The Council reviewed bid from 21 Century and approved the purchase of a 2016 John Deer XUV 825i ATV in the amount of $12,900 upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

CHEYENNE COUNTY SCHOOL DISTRICT RE-5 GOCO TRACK ENGINEER REQUEST

The Council discussed the school receiving a GOCO grant to redo the track and the school request to have the drainage engineered.  The Council would like to see the school reach out to other entities who use the track yearly to see if they would be open to providing funds to help offset some of the maintenance needs of the track since they do get the opportunity to use this facility.  The Town will provide the engineering analysis to the school as financial assistance to give to the school so the school can in turn do their drainage upgrades needed at their own expense upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

ANIMAL PERMIT SHERRY JONES

Councilperson Jones recused herself at 6:23 pm

The council reviewed the attorney letter from Attorney Campbell stating that Ordinance #251 repeals all past zoning and animal ordinances.  Therefore, an acre of owned property is required.  Discussion followed.  The animal permit for Sherry Jones was denied due to the fact that she did not own an acre of ground upon motion from Councilman Hyle and seconded by Councilman Pelton.  All voting for, motion carried.

Councilperson Jones came back into session with Council at 6:33 pm.

TAP GRANT AWARD LETTER

The council reviewed the allocations of a grant through CDOT Region 4 TAP funds FY 2024,2025 and 2023 applied for by Town Clerk Administrator Knudsen & RESPEC.  The Town received a $500,000 grant with the local match of $125, 000 for phase 1 & 2 pedestrian improvements and engineering needs for addressing the needs. 

MONTHLY WATER SAMPLE

The Council reviewed the 250k tank inspection report from Utility Services.  Town Superintendent Crum did not receive a monthly sample report.  He will check on it.

The council reviewed the water meter usage and billing on Rhett Bandy’s.  His meter sensor went out in November 2022 and was not able to get a physical reading as the crew could not locate the meter until today.  The town will not bill the past water usage to Mr. Bandy in the amount of $254.94 upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

2023 COMMERCIAL FRESHWATER RATES

The council reviewed the three options for commercial construction freshwater usage on the spreadsheet Town Clerk Administrator provided from last month’s requests for samples.  Discussion followed.  The Town will draft a resolution for next month to approve option #1 for all commercial construction meter users upon motion from Councilman Hyle and seconded by Councilman Pelton.  All voting for, motion carried.

The Town Clerk Administrator will send a letter to the commercial construction freshwater users letting them know of the upcoming resolution on increase on freshwater fees.

DISCUSS CURB & GUTTER OPTIONS

The council reviewed the letter of request for the Town to pay 50% of cost to replace their curb &gutter along with a quote from the construction contractor for curb and gutter along Olga and Edward Hernandez property at 185 West 4thSouth in the amount of $2831.  Discussion followed.  The council denied the request to cost share upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

EXECUTIVE SESSION

The Council and Town Clerk Administrator retired into executive session at 7:04 pm

The Council and Town Clerk Administrator came out of executive session at 7:17 pm.

The council approved to appoint Karen Gregg and Zach Anderson to the Town council and will be sworn in at the August 8, 2023, meeting upon motion from Councilman Hyle and seconded by Councilman Pelton.  All voting for, motion carried.

COUNCIL REPORTS

Housing Authority

Councilperson Hyle stated things are looking much better than last year.  The board continues to work on finding a right fit for the Executive Director position.  The Town Clerk Administrator continues to be the interim until one is found. Austin’s Tree Trimming service will be cutting down and removing trees at the housing in August.  

Library Update

Councilperson Jones stated the library board and staff like the painting that was done to their area.  They are working at installing the little library at Little Park on the Prairie.  

ECCOG Update

Councilperson Jones attended her first meeting and was amazed at the amount of help ECCOG provides for the region.  There are several opportunities that we can tap into.  She discussed the grant and construction that is completed at the Senior Citizens Center.

Water, Street, & Park Updates

Councilman Pelton requested that the Town Superintendent look at the broken curb at the Corner of South 1st and West 10th South.  There is also a pile of dirt on the street that needs to be picked up there.  Also, you need to address the several water infrastructures repairs this next month and get them off the board.

Councilman Hyle stated that he has spoken with Dave Larsen about the street renaming project and their group should be able to meet sometime in August or September to get the discussion going.

MAYOR, COUNCIL, AND STAFF COMMENTS

Councilman Hyle stated that the Public Works department needs to prioritize and get organized more on the water, street, & park infrastructure needs.

The Town Clerk Administrator stated that the Town will not be doing the Tumbleweed Pageant.  Deputy Miller was able to get Jennifer Wells to take over.

Mayor Uhland read a thank you letter to staff and the Town’s help from Ellette Eiring on Medicine Arrow Park.

UPCOMING INFORMATION

Mayor Uhland stated the next regular meeting is scheduled for August 8, 2023, at 6 pm.  Ms. Gregg and Mr. Anderson will be sworn in prior to the start of the meeting.
