CALL TO ORDER

Mayor Uhland called the meeting to order at 6 pm and led the group in the pledge of allegiance to the US Flag. Councilwoman Jones led the group in prayer.

  • Council Present: Carlton Pelton, Jared Lamb, Sherry Jones, Mark Galli, Rex Hyle.

  • Council Absent: Interim Member Brandon Noe.
  • Staff Present:  Town Clerk Administrator Debbie Knudsen, Town Superintendent Aaron Crum,

Deputy Clerks, Karen Miller & McKenzie Smith.

  • Visitors: Monte Baker.

PUBLIC HEARING SHERRY JONES ANIMAL PERMIT

Councilperson Jones recused herself from Council to discuss public comment of her animal permit for her fowl. Councilman Lamb was available on the phone due to being stuck in construction and arrived in person at 6:07 pm.  The council reviewed the application and heard public comments from Sherry Jones and Monte Baker.  Discussion followed. The Council will table the decision on the animal permit for fowl until legal clarification is receive from Attorney Brooke Campbell upon motion from Councilman Hyle and seconded by Councilman Lamb.  All voting for, motion carried.

APPROVED AGENDA

The agenda was approved with the additions upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for, motion carried.

VISITORS

No visitors were present for public comment.

SHERIFF’S MONTHLY REPORT

The council reviewed the written monthly report from Sheriff Buchanan.  Sheriff Buchann was out of town for tonight’s meeting.

APPROVE MINUTEES

The minutes for May 9, 2023, were corrected and approved upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

APPROVE BILLS FOR ALL FUNDS

The Council reviewed and approved the bills for all funds upon motion from Councilman Pelton and seconded by Councilman Hyle.  All voting for, motion carried. 

The Council approved the transfer a $200,000 Public Works CD into the checking upon motion from Councilman Hyle and seconded by Councilman Lamb.  All voting for, motion carried.

This month the town had two building permits that construction started before an application was submitted for an approved permit.  Town Clerk Administrator Knudsen stated a $10 late fee was assessed at this time until Council can establish a rate.  Discussion followed on late penalty assessments being set at a higher rate.  Town Clerk Administrator Knudsen and Town Superintendent Crum measured Mr. Vagher’s fence and reviewed the zoning guidelines.  The fence is within those setbacks.  The Council approved all the building permits upon motion from Councilman Lamb and seconded by Councilman Galli.  All voting for, motion carried.

ANIMAL PERMIT & RENEWAL

The Council reviewed and approved the submitted annual renewal animal permits, with the exception of Sherry Jones as this one is tabled until advisement from the Attorney on clarification of the one acre per zoning ordinance upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

TAP GRANT

Town Clerk Administrator Knudsen received an email back on the review of the TAP grant application to see if we would consider a partial award.  Mayor Uhland welcomed the news of a partial grant.  We are awaiting a reply on what award the Town will receive.  The County has committed some finances toward the drainage project and Town Clerk Administrator Knudsen will be requesting funds from the Cheyenne County School District RE-5 in August when the new Superintendent is available to discuss the project.

DISCUSS FRESHWATER RATES AT DOTY & SNYDER

Review Water Samples & CCR

The Council reviewed the monthly water samples and the annual CCR report.

2024 Feyh Plans

Council and Staff discussed the freshwater construction company rates and the 2024 budget Feyh Well commercial metering system plans to put in 4 to 5 meters there for the wind, solar, and transmission line construction companies to use.  Discussion followed on fees.  No decision was made at this time.

PATCHING, HYDRAULIC SAW, CIRSA PC & WC & TANK INSURANCE UPDATE

The Public Works had a mishap with the hydraulic saw motor.  Councilman Pelton and Hyle will take a look at it to see if they can repair it.

A-One did an excellent job on the chip sealing.  Discussion followed on the product that McCormick’s had done on the crack sealing.  It was not the correct aggregate as it pulled out in some parts while A-One was chip sealing.  Next year the town will have A-One do both the crack seal and chip seal for the next phase.

Town Clerk Administrator Knudsen completed the property and casualty & workman’s comp renewals with CIRSA.  The Town will receive the 2024 rates in September for Council review.  CIRSA has reimbursed for all the repairs on the 75k tank. 

DISCUSS CLEANUP DAY JUNE 16th & 17th Downtown Painting

Cheyenne County Cleanup Day

Set for June 16th and the 17th, staff will be working on cleanup areas the week prior.

Some Girls & A Mural Entrance Sign/Design & Quote

Councilman Hyle is researching the size needed for the three entrance signs into town.  When we get the measurements, we will give that to Some Girls and a Mural for them to set up a quote and tentative design for Council review.  Mary Weed has stated she would like to pay for the paint for these signs if we can let her know the cost.

Discussion followed on the four paintings that locals had painted that have been sitting at the Wells Theatre.

EXECUTIVE SESSION

Council and Town Clerk Administrator Knudsen went into executive session at 7:02 pm. upon motion from Councilman Hyle and seconded by Councilman Lamb.  All voting for, motion carried.

Council and Town Clerk Administrator Knudsen came out of executive session at 7:10 pm upon motion Councilman Lamb and seconded by Councilman Galli.  All voting for, motion carried.

The Council made a motion not to bring Mr. Noe on as a full-time council member at this time upon motion from Councilman Lamb and seconded by Councilman Galli.  All voting for, motion carried. 

Councilman Lamb stated he is moving to western Colorado and will be resigning June 30th.  The Council approved he resignation with regrets upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for, motion carried.  Councilman Lamb will submit his letter for the next meeting.  The Town Council will be looking to fill two positions on the Council at next month’s meeting.

COUNCIL REPORTS

Housing Authority- Councilman Hyle

Councilman Hyle reported that three potential applicants were interviewed.  Two declined the Housings offer.  The board will be advertising the position.  They will be updating a few units.  Everything is going well and getting taken care of.

Library Update- Councilwoman Jones

Councilperson Jones stated that the painting is done and has not heard yet when the next meeting is.

ECCOG Update-Councilwoman Jones

Councilperson Jones stated that ECCOG is in the process of auditing.  She is reviewing their budget and financials and the next meeting is set for July 5th.

Water, Street & Parks Updates- Councilman Pelton, Hyle, Galli, Lamb

Councilman Lamb stated that the MAP sign in memory of Terry Eiring was put up and two additional blink cameras were ordered.  He has ten cedars he will bring by before he leaves if Town would want to plant them where they like.

MAYOR, COUNCIL, AND STAFF COMMENT

  Town Audit had been rescheduled for June 20 & 21

Cemetery District Waterline Price Quote

Town Clerk Administrator Knudsen received a cost assessment of $300,0000 for the Cheyenne County Cemetery district for a water line from the Feyh Well to the cemetery.  Discussion followed.  Councilman Galli will take the cost back to the board to discuss.

Yard Cleanup Updates

Several yards did get cleaned up for the Memorial holiday due to the phone calls made to the property owners.  There are a few others we will be addressing.  Discussion followed.  CDOT will be cleaning out their drains this week.  Town Superintendent Crum will be meeting with Ellette concerning the drainage at MAP.  

UPCOMING INFO

  • Regular Meeting July 11 and August 8
  • CML Conference June 25-30.  Town Clerk Administrator Knudsen will be attending.

The Council adjourned the meeting at 7:29 pm upon motion from Councilman Lamb and seconded by Councilman Pelton.  All voting for, motion carried.
