TOWN OF CHEYENNE WELLS REGULAR MEETING COUNCIL CHAMBERS MAY 13, 2025 6:00 P.M.
CALL TO ORDER
Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 P.M. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones led the group in prayer.
Council Present: Rex Hyle, Zach Anderson, Sherry Jones, Karen Gregg & Mark Galli
Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator & Karen Miller Deputy Clerk.
APPROVED AGENDA
Council approved the agenda upon the motion from Councilman Galli and seconded by Councilman Anderson. All voting for motion carried.
CHEYENNE COUNTY FAIR AND RODEO SPECIAL EVENTS LIQUOR LICENSE
Jim Lengel, Fair Manager, presented a special events liquor license on behalf of Cheyenne County for licensing of the fair ground area for the fair in July. They will have a VIP tent and possibly a beer garden on certain days of the fair. Council approved the special events liquor license and waived the fees upon motion from Councilman Hyle and seconded by Councilman Galli. Voting for: Anderson, Gregg, Galli, and Hyle. Voting against: Jones. Mayor Pro-Tern Pelton declared the motion carried.
VISITORS
Ethen Garay, Senior at CWHS, came before council requesting to paint handicap parking areas throughout town as his community project. Council approved the 15 hours of community service to paint the handicap areas throughout town upon motion from Councilman Anderson and seconded by Councilwoman Gregg. All voting for, motion carried.
SHERIFF'S MONTHLY REPORT
The council reviewed the March and April reports. No one was present from the Sheriff's Office.
MINUTES
Council reviewed and approved the minutes for April 14, 2025, upon motion from Councilman Galli and seconded by Councilman Hyle. All voting for, motion carried.
BILLS FOR ALL FUNDS
Council reviewed and approved bills for all funds upon motion from Councilman Galli and seconded by Councilman Anderson Voting for: Anderson, Gregg, Galli, Pelton and Jones. Abstained: Hyle. Mayor Pro Tern Pelton declared the motion carried.
BUILDING PERMIT
Barry Reider & Julie Nelson Garage/RV Parking
Council reviewed the building permit for Barry Reider & Julie Nelson upon motion from
Councilman Hyle and seconded by Councilman Galli. Voting for: Gregg, Hyle, Jones, Galli and Pelton. Abstained: Anderson. Mayor Pro Tern Pelton declared the motion carried.
ANIMAL PERMIT RENEWALS

Council reviewed and approved the animal renewal upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
ECCLD ADA RESPONSE MAYOR PRO TEMPELTON
Mayor Pro Tern Pelton heard from the ECCLD President Rhonda Brown on the letter received from the town to meet all ADA requirements in their public library. They will start holding their meeting downstairs and the back door to the library will remain unlocked during open hours to accommodate the ADA laws. Discussion was held with the Council that the library looks into getting an automatic door in place of their facility. The council will approach the ECCLD board with this proposal.
TAP MASTER SERVICE AGREEMENT-RESPEC
Council reviewed and approved the Tap Service Agreement with RESPEC upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
WRD WATER & WASTEWATER ASSESSMENT REPORT
The council reviewed the WRD Water and Wastewater Assessment Report. Discussion followed on the meeting with RESP EC, Ron & Mike Smith (Sanitation District), Mayor Pro Tern Pelton and Town Staff Hyle and Knudsen.
ADMINISTRATIVE REPORTS
Town Manager Hyle discussed the need to update the older vehicles and equipment. This will be tabled for discussion next month.
Town Manager Hyle updated Council on the 250 K Water Tower Inspection with Utility Services. The company will be out to clean mid-summer at which time the town will install a flush valve.
Town Clerk Administrator Knudsen will be submitting the 2024 CCR Report for publication.
Attorney Brooke Campbell and Town Clerk Administrator Knudsen will have storage container ordinance ready next month. The council discussed the permitting of small animals. No decision made.
Town Clerk Administrator Knudsen stated that Dave Larsen hasn't been at the office these past couple of weeks to get the property owner's research completed to be able to hold a hearing for Mark Galli for animals, but he will have it done by next month.
Town Manager Hyle discussed the upcoming plans later this week for the patching on 13th & 15th Street and the staff will be crack sealing various locations around town.
Town Administrator Knudsen submitted the ARPA obligation and 2024 spending report with the US Treasury.
Town Manager Hyle and Town Clerk Administrator Knudsen discussed the internet needs. the consensus of the council to pursue Starlink installation for the office.
Town Administrator Knudsen informed the council that there is a Town Ordinance in place that food truck/trailers and other peddler's selling products within the Town limits are to have a town license to do so. The council will review the licensing fees next month.
Town Administrator Knudsen stated that 25 dogs attended the dog clinic this year. Deputy Miller will be sending out renewal letters later this month for all dog owners to renew their annual license.
Town Administrator Knudsen stated that the audit process went well. The audit report will be discussed at the May 28th special meeting.
EXECUTIVE SESSION-NEGOTIATION
Council went into executive session for attorney/client negotiations at 6:35 pm upon motion from Councilman Anderson and seconded by Councilman Galli.
Council came out of executive session at 7:04 pm upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
COUNCIL REPORTS
CWHA-Councilman Hyle
Councilman Hyle stated that most units are full, and updates are being made on the three units as they will be filled by end of May. Everything is going well.
ECCOG & ECCLD-Councilwoman Jones
Councilman Jones stated that the library is meeting on June 11th. She reported that ECCOG was awarded $15,000 in grant funds for a Housing Needs Assessment for the region.
Parks & Downtown-Councilpersons Gregg & Anderson
Councilwoman Gregg stated that all the welcome business baskets for the new businesses were put together, delivered, and pictures taken.
Councilman Anderson updated the council on the new bench installed for Terry and Ellette Eiring. More information will be coming soon for a presentation to Ellette Eiring for all she and her husband have done for Medicine Arrow Park.
Councilman Anderson will be meeting with Erica Kern with the East Metro District on the grant funds they received on a splash park a few years ago.
Water-Councilman Pelton& Councilwoman Jones
Mayor Pro Tern Pelton stated that it will be good when funding comes in on the treatment plant at the Feyh Well.
Streets-Councilman Hyle and Councilman Galli
Streets were reported earlier in the meeting.
