The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday August 14, 2018 at 4:59 p.m. in the Town Hall. Shealynn McCracken, Assistant Town Clerk, took roll call:
Mayor – Joe D. Shields- present
Trustees – Present –Kathy McCracken, Terry Riley, Dennis Pearson, and Lisa Trigilio,
Absent – Priscilla Waggoner and Justin McLoud
Town Clerk- Robin Fox –Absent
Assistant Clerk- Shealynn McCracken-Present
Director of Public Works- Van Brown- Present
Audiences/Public Comment Period
Walter Bates and Ken Flory were present as audience members.
Minutes- Terry Riley moved to approve the minutes as amended. Lisa Trigilio seconded, motion passed unanimously.
Approval of Bills – The finance committee reviewed the bills prior to the meeting. Kathy McCracken moved to put an ad in the Kiowa County Press for fair time. Dennis Pearson seconded, motion passed unanmioulsy. Kathy McCracken moved to approve payment of the bills in the packet. Lisa Trigilio seconded, the motion passed unanimously.
Old Business:
Wissell Property- The board spoke to Sheriff Casey Sheridan about being the fire marshall. He stated that he was waiting to speak with our town attorney, and see what he suggested. Terry Riley asked Sheriff Sheridan if he wanted the fire district to be involved in this process as well. Sheriff Sheridan stated he would like to have the fire district involved.
New Business:
Sheriff Office- Sheriff Sheridan brought to the board’s attention that the new patrol car purchased was under the amount budgeted. Presently the town is paying extra, and wants to know what the board would like to do. The board stated they would like to keep paying the same amount they are as of right now to help pay off the loan quicker.
Roger Saffer- Roger Saffer was present to discuss the airport lease draft presented to him. Roger stated that he was going to talk to his attorney and have some changes made that he would like to see in the lease. The board agreed to let Roger take the lease to his attorney, and then send the amended lease back to the Town Clerk to send to our town attorney.
Alley- Dennis Pearson was questioned about the holes that were in the hospital alley way. The Director of Public Works stated that when the hospital decided to put rock in the alley way, they then took over the maintenance. The hospital dug out that alley to help with drainage. Director of Public Works also stated that majority of the holes were from the sewer taps being installed. Dennis Pearson stated he would discuss this with the hospital board and let the town council know what was stated.
Tim Hintz- Tim Hintz was present from Ammko Advisors to give the board information on possibly refinancing the USDA Water Loan. The board stated they would look over the agreement and send the agreement to our town attorney for review.
Bring Up Items:
Walter Bates- Walter was present to ask the board if they would give him approval to put the car port in the location he is requesting. The board asked if he spoke to the gas company to see if they would be okay with him putting a car port over their lines. Walter stated he will talk to the gas company and come back and tell the council what was said.
Weed Ordinance- Terry Riley brought up an issue with Weed Ordinance having stipulations of taking care of weeds from the curb to the gutter. Mr. Riley stated that it was unsafe for residents located on the highway by the underpass to have to take care of the hill that is right by the highway. The board asked the Director of Public Works to contact CDOT and see if they could mow that hill.
Trucks in Town- Lisa Trigilio brought up the trucks in town, and wanted to know if it was possible to update the truck ordinance. She stated that they are damaging our town streets. Ken Flory also spoke up on this issue that they were damaging our streets, and starting their trucks to early in the morning. Kathy McCracken stated that the majority of our town residents make a living by truck driving. Mrs. McCracken also stated that not all truck drivers are capable of having their own lot to park their trucks on. Dennis Pearson discussed that there was a time when all the truck drivers came to a meeting, and they stated that they would pay for the damage of the streets where their trucks were parked. Ken Flory asked if that was put in the minutes to prove that was said. The Assistant Town Clerk stated that she and the Town Clerk would go back through the minutes to see if it could be found.
Fireworks-Terry Riley let the board know that he had to destroy the fireworks left over from Fourth of July due to ATF guidelines.
Adjourn- Terry Riley moved to adjourn the meeting. Kathy McCracken seconded, motion passed unanimously.
