Town of Eads Board of Trustees Meeting Minutes – November 15

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday, November 15, 2016 at 5:03 p.m. in the City Hall.  Robin Fox, Town Clerk, took roll call:

Mayor – Joe D. Shields- present

Trustees – Present –Dennis Pearson, Terry Riley,  Larry Gifford, and Kathy McCracken.

Absent – Justin McLoud

Town Clerk- Robin Fox –Present

Assistant Clerk- Shealynn McCracken-Present

Director of Public Works- Van Brown- Present

Audiences/Public Comment Period – Betsy Barnett was present to talk about the Theater. She explained how the CLCEC is ready to move forward with the inside of the theater, and will be applying for another grant through Colorado Department of Local Affairs (CDOLA).

Minutes­- Dennis Pearson moved to approve the minutes, Terry Riley seconded, motion passed unanimously.

Approval of Bills – The finance committee reviewed the bills prior to the meeting.  Terry Riley moved to approve payment of the bills in the packet, as well as, the “Bring up bills” presented at the meeting. Kathy McCracken seconded, the motion passed unanimously.

Old Business:

Brase Insurance- The board looked over the two insurance bids that the town received. Larry Gifford moved to go with Brase Insurance. Kathy McCracken seconded, and motion passed unanimously.

Dog Pound­- Van Brown discussed with the board how Lamar Animal Shelter was more than willing to accept our dogs. Terry Riley moved to take our dogs down to Lamar Animal Shelter and close down the Dog Pound. Larry Gifford seconded, motion passed unanimously.

Water Grant- Robin Fox, the Town Clerk, explained to the board that a contract to hire Larry Berkowitz had to be signed. In order to go through with the loan and grant for the water, we had to have a bond attorney. Larry Gifford moved to hire Larry Berkowitz, Kathy McCracken seconded, motion passed unanimously. Robin also explained that two resolutions had to be signed in order to receive the loan and grant. Dennis Pearson moved to approve Resolution 228 and 229, Larry Gifford seconded, and the motion passed unanimously.

Building Permit- The town board discussed the building permit that is still not in compliance with fire codes. Dennis Pearson moved to have a certified letter mailed to resident with Mayor Shields signature. Larry Gifford seconded, motion passed unanimously.

New Business:

Sylvia Shields- Sylvia Shields came to the meeting and discussed about the property that she purchased. She was explaining to the board how her plan is to put 8 modular homes on the property for rent with the option to buy. Mrs. Shields came to the board to ask if the town would help with the alley for the property. The board discussed that they would like the town to survey the corner and easements of that block. Dennis Pearson brought up about how KCEDF suggests the town to annex in more of the industrial land of KCEDF, then the small plot the town was going to annex. He also suggested that the town go ahead and get that land surveyed while he is down to survey the block for Sylvia Shields. Kathy McCracken moved to have Van Brown call the town surveyor, Lance Brundage, to survey both Mrs. Shields block and KCEDF land. Larry Gifford seconded, and the motion passed unanimously. Joe Shields abstained from the vote.

Taste Testing’s for J&J Liquor- Martha Johnson was present to speak to the board about allowing her to do taste testing’s at her store. Robin Fox, the Town Clerk, explained to the board that she talked to the state liquor licensing, and they stated that taste testing’s were decided by the local government. Larry Gifford made the motion to allow 20 events per year at $2 a tasting or $40 for 20 tastings, and pre approving J&J Liquor Taste Testing application. Kathy McCracken seconded, motion passed unanimously.

Turkey’s for Thanksgiving and Christmas Gifts- Robin Fox, the Town Clerk, asked the board to give her permission to order turkey’s for town employees and the town volunteer fire department. She also asked the board to give their approval to order the Christmas gifts for the full-time town employees for Christmas. Terry Riley moved to allow Robin to order the turkeys and Christmas gifts. Larry Gifford seconded, and the motion passed unanimously.

Police Agreement- The police agreement was brought forth to the board. Dennis Pearson moved to approve the police agreement. Larry Gifford seconded, and the motion passed unanimously.

Pool- The town board discussed about the cost of painting the pool building, which was done by the high school. Van Brown stated how he agreed that the town would pay $200 to the project. The board then discussed how they would contribute more to make the amount half of the entire cost for painting the pool. Dennis Pearson moved to pay $150 more to the bill.  Terry Riley seconded, and the motion passed unanimously.

Card Board Recycle- The board discussed the card board recycling dumpsters. Larry Gifford moved to grandfather the old businesses in with the cardboard recycling dumpsters. Kathy McCracken seconded, motion passed unanimously.

Driskell Bids- The board received two bids for the removal of structure on the Driskell property. Kathy McCracken moved to go with the lower bid, Dennis Pearson seconded, motion passed unanimously.

Bring Up Items-

December 4- Terry Riley asked the board if they would allow part of Maine Street in front of the Theater, to be blocked off till midnight. Larry Gifford moved to do a partial closure till midnight on Maine Street. Dennis Pearson seconded, motion passed unanimously. Terry Riley abstained.

Trash Franchise- Van discussed the trash situation that is going on in Love’s, and wanting to see what the town board would like to do. Larry Gifford moved to allow Van to negotiate with Love’s and then proceed with the end result from the negotiations. Kathy McCracken seconded, motion passed unanimously.

Accident Claim- Van informed the board of an accident that happened with trash truck, and that there will be an insurance claim coming in.

Meeting adjourned at 6:45 p.m.
