Town of Eads

Regular Council Meeting

January 13, 2026

The meeting was called to order by Mayor Joe Shields at 5:01 P.M.

Roll call was taken by Mikahel Rogers.

Those council members present are

  • Junior McDowell,
  • Kathy McCracken,
  • Webster Hogue,
  • Stephanie Sewell,
  • Tim Trosper
  • Mayor Joe Shields.

Trent Rittgers, Director of Public Works

Roger Saffer was present as a guest.

Public Comment-

MINUTES

Stephanie Sewell, made a motion to approve the December minutes that were presented. Junior McDowell seconded the motion. All Aye

APPROVAL OF BILLS

A motion was made by Kathy McCracken to approve the bills and seconded by Webster Hogue. All Aye.

OLD BUSINESS

Roger Saffer said that his attorney is going to get with Lance and get the contract moving. He mentioned that maybe the board should get a committee together to work on a price, the board told him if he had a price in mind to let them know and they would look at it. Roger had brought up that he would like some kind of lease to have right to use the runway. Roger had also mentioned maybe a yearly lease for the runway use. Trent had mentioned that he has talk to Kaitlyn the aviation planner about patching the runway.

Kathy had a zoom meeting with Fritz and Bob with Carrothers about the pool. They had discussed about trying to reduce the price and get it under 2 million. They are going to try and get it to 1.7 million. It was brought up they are going to look at plans and maybe take away some swimming lanes, the shades, fountain and also the diving board, they will be able to add those at a later day down the road if we would like. It was also talked about that we could have a local contractor build the bath house and that would also save some money.

NEW BUSINESS

Ordinance 416 water sewer trash rates: Tim Trosper made the motion to approve Ordinance 417, Webster Hogue seconded. All Aye.

Pipeline- Junior McDowell made a motion to stop commitment on payment on the pipeline and Webster Hogue seconded. All Aye.

Bring up Items-

Trent brought up that we should see the new trash truck around November or December of this year. He is going to keep up on the maintenance of the old truck to keep it going until we get the new one. Trent asked the board if he could have a 4th full time employee.

Kathy McCracken made a motion that Trent could have a 4th full time employee and Tim Trosper seconded. All Aye.

Trent said that he is trying to get the railroad fixed. He has been calling and hasn’t really got anywhere with it. He has said since he doesn’t have a big chip seal project this year he would like to put some of that money towards fixing the railroad. Junior is going to check on the laws for the railroad and how to go about getting it fixed.
