Town of Eads Board of Trustees meeting minutes - May 12, 2020

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday May 12, 2020 at 5:00 p.m. in the Town Hall. Town Clerk, Robin Fox, took roll call:

Mayor – Joe D. Shields- Present

Trustees – Present – Terry Riley, Dennis Pearson, Justin McLoud and Kathy McCracken. Karl Eikenberg arrived at 5:05 pm

Absent –  Meghan Buck

Town Clerk- Robin Fox –Present

Assistant Clerk- Barbara Scranton-Present

Director of Public Works- Van Brown- Present

Minutes­- Terry Riley motioned to approve the minutes with revisions. Justin McLoud seconded, motion passed unanimously.

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Kathy McCracken motioned to approve payment of the bills. Justin McLoud seconded, motion passed unanimously.

Old Business:

Pool- Nothing new to report at this time.

New Business:

Tornado Shelter – The Kiowa County Emergency Manager approached Van Brown about using the basement in Town Hall as a designated tornado shelter for the residents of Eads. The stairwell going into the basement is steep and many feel that it is not safe enough for this purpose and believe it will become a liability. Therefore, at this time the basement of Town Hall will not be a designated Tornado Shelter.

Yearly Cleanup Day- Director of Public Works, Van Brown, asked the Board of Trustees to cancel the Yearly Cleanup Day indefinitely because of the cost of the event. The Board agreed with the decision and request the Town Clerk to run an ad in the paper canceling the event and to encourage the residents to take advantage of the County Landfill’s Free Dump Day.

Animal Permits – Town Clerk, Robin Fox, presented the Board of Trustees with animal permits requested by 2 residents of the town. Dennis Pearson motioned to approve the Animal Permits. Terry Riley seconded, motion passed unanimously.

Summer Help- Director of Public Works, Van Brown, requested additional help through the summer. The Board of Trustees approved the request.

COVID-19 – Van Brown requested that the town employees who work outside receive compensation because of working full time in light of the COVID-19 pandemic. The Board agreed that 40 hrs of compensation time be given to each of the Public Works employees to be used at the Director of Public Works discretion. Justin McLoud motioned to give each Public Works employee 40 hrs of compensation, time. Karl Eikenberg seconded, motion passed unanimously.

Bring Up Items

Fireworks Display – Terry Riley informed the Board of Trustees that the fire department has a contingency plan for the July 4th Fireworks display should they not be able to put on the display on July 4th. Labor Day will be the alternate day.

Arbor Day- Mayor, Joe Shields, read a letter declaring May 15, 2020 Arbor Day.

Media Interviews – Mayor, Joe Shields let the Board of Trustees know that he had been contacted by 2 different media outlets that requested interviews because of the lack of COVID-19 within the county and town.

Letter from Resident- Town Hall received a letter from a disgruntled resident regarding property lines. The Board of Trustees determined that this is a civil matter and will not take any action at this point. 

Adjournment- Kathy McCracken motioned to adjourn the meeting at 5:45 pm. Justin McLoud seconded, motion passed unanimously.
