
Town of Eads Regular Council Meeting - September 9, 2025
The meeting was called to order by mayor Joe Shields at 5:00 P.M.

Public Comment
Eric Pearson said that he and his wife have been walking around town and noticed all the cars parked on the streets with expired tags, and some probably don’t even run. He said that this shouldn’t be allowed and would like the board to consider stopping these things. We do have an ordinance that says all vehicles, and trailers must have current tags.
He also is concerned that the town does not have a zoning, he wants zoning put in because he doesn’t want a diesel mechanic shop, hog farm or businesses like that next to his house.
He also brought up the dogs running around town and asked if there was something we could do. He tells how it was where he worked as a clerk, and wants the board to consider these changes and enforcing them.
The board thanked him for his concerns.
MINUTES
Stephanie Sewell made a motion to approve the August minutes that were presented. Kathy McCracken seconded the motion. All Ayes
APPROVAL OF BILLS
A motion was made by Kathy McCracken to approve the bills and seconded by Fred Derby. All Ayes.
OLD BUSINESS
Airport-
NEW BUSINESS
New pool – The RFP that Beth Bell drew up will be sent out to be published and start getting bids on the building of the new pool. Dennis Pearson made a motion to approve the RFP and Stephanie Sewell seconded the motion. All Ayes.
CLCEC Library- Betsy Barnett gave a complete update on the remodeling of the Library building. The remodeling has been stopped at this time; they need to get more money to finish the project. Greg Itle with DOLA was here to talk to the board about the way the grant was written and that the tax credits were not applied for in time for the last go around, Greg talked to Betsy and the board on how he wants things done with these grants and that since the town owns the theater and the library buildings the town has to be the listed as the administrator on all applications. The town has to be kept up on what is going on with all the work. Greg also stated that all matching funds should have been secured prior to the grant. Kelly Courkamp is going to apply for the state historical funds to help with the grant money to finish this project. Kelly will also be the one to apply this time for the tax credits. The town wants their grant writer to be the one that applies for grants from now on, and they will work with Kelly. CLCEC is going to start to sell bricks again to help raise money to finish this project, bricks will be 4x8 for $100.00, 8x8 $275.00 and 12x12 $375. CLCEC will have to apply for an extension with DOLA by December. Greg wasn’t sure he would allow the extension. Greg is going to stay on top of this project, he had a zoom meeting with Fred and Kathy also present was the tax credit people and historical group. They explained how things should be done and told how things had not happened correctly. Greg talked to Betsy on how he wants things done. Greg will be stopping in often to check on things.
Bring up Items- Trent said that he was still looking at prices for a dual working trash truck.
