Town of Kit Carson Board of Trustees meeting minutes - May 22, 2023

The Town of Kit Carson Trustees met on May 22, 2023, at 7:00 p.m. at the Town Hall in Regular Session. Present and answering roll call were Mayor Jeremy Gaynor. Mayor Pro Tem Rick Gekeler. Trustees: Mike Buchanan, Joel Maxcy, Matt Randel, Carl Anderson, and Jason Dechant. Staff present: Town Clerk: Christie Johnson and Public Works Director: Kevin Curry.

CALLED TO ORDER 

Mayor Gaynor called the regular board meeting to order at 7:08 p.m.

AGENDA 

Mayor Gaynor asked for a motion to approve the agenda with the additions. Jason made a motion to approve the agenda with the additions. Joel seconded it. Motion carried. 

MINUTES 

Mayor Gaynor asked for a motion to approve the minutes from the April 17, 2023, meeting. Joel made a motion to approve the minutes. Mike seconded it. Motion carried.

PUBLIC COMMENT

BERNIE SILVERS

Bernie received a late fee on his water bill. He told the Board that he has been here 14 years and he has only had two late paid water bills. He asked the Board what their thoughts were about rewarding people for paying their bills on time. They discussed this for a few minutes. No decision was made.

BOB STARKWEATHER

Bob had a complaint about the postal service not delivering to houses in town. The Board said they couldn’t do anything about that. He would have to talk to the Postal Service.

OLD BUSINESS

EMPLOYEE HANDBOOK

The Board members agreed that the Employee Handbook was ready to be adopted. Mayor Gaynor asked for a motion to adopt the Employee Handbook. Mike made a motion to adopt the Handbook. Joel seconded it. Motion carried.

EMPLOYEE INSURANCE

The Board asked Kevin if he could check on insurance for himself and let them know what he finds.

PUBLIC WORKS REPORT

The Board discussed water savings and about filling in the cracks in the streets.

Cynmar will be doing some weed spraying this month.

RANDY HOLLAND CONTRACT

The Board did not agree with the contract. So, it was not signed.

NEW BUSINESS

GAZEBO FOR MUSEUM

The Board agreed to buy a 20x12 gazebo to put over the picnic tables at the museum. It will cost around $4,000.

PUBLIC WORKS DIRECTOR PHONE

The Board asked Kevin if he wants to use his phone for work and the Town will pay him $50.00 per month or buy one for him to use for Town business. He said he would use his and take the $50.00 so he didn’t have to carry around two phones. Mayor asked for a motion to pay Kevin $50.00 per month for the use of his phone. Jason made a motion to pay Kevin $50.00 per month. Mike second the motion. Motion carried.

ADDITIONS

MANHOLE AT THE WEST END OF TOWN

Joel said he would help put the manhole in place at the west end of town by the RV Park. The Board discussed coverts and said to check prices on one.

KCRD

KCRD had a question about a variance at one of the new homes for a fence. They would like to install the fence 3 feet from the property line instead of the 7 feet. The Board discussed the Zoning Board members.

BRAYDON GAYNOR

The Board said to have Braydon fill out an application for part time work for the town. Mike made a motion to hire Braydon as part time with minimum wage pay. Jason seconded the motion. Motion carried.

SENIOR CITIZEN BUILDING

Debbie Mitchek wanted to know if there were any decisions made on what to do with the north outside wall of the senior center. There has not been any decisions made yet.

TREASURES REPORT 

Mayor Gaynor asked for approval of the Treasures Report. Mike made a Motion to approve it. Jason seconded it. Motion carried. 

ADJOURNMENT 

Mayor Gaynor asked for a motion to adjourn the meeting. Mike made a motion to adjourn. Rick seconded it. Motion carried.

 With no further business to discuss the meeting adjourned at 8:35 p.m.
