IMPORTANT DATES TO REMEMBER:

October Payment Cycle

FSA offices are busy getting ready for October payment cycle. CRP annual rental payments and ARC-CO payments will be issued in October. Offices are sending eligibility forms, ARCPLC contracts revisions and cleaning up CRP contract changes. It’s imperative that our producers look at their emails and complete the necessary paperwork. Payments will be delayed if FSA doesn’t receive the necessary forms.

ARC-CO payment

Below is a chart of the updated ARC-CO payment rates for 2024. These payments will be issued in October, however all producers earning a payment must have a CCC-941, Adjusted Gross Income verification form, plus various other forms. The CCC-941 is the one that must be done every year

ARC-CO payments are computed as follows:

Base acres of commodity x 85 percentx ARC-CO payment rate x share

NI wheat Ex. 100 base acres x 85 percent=85 acres x $14.49 = $1231.65

There will be no PLC or Price Loss Coverage payments issued for 2024.

SDRP payments

Kiowa and Cheyenne FSA personnel have issued the majority of all filed SDRP application payments. Both offices are still holding applications that have PRF and/or Annual Forage units reflected on the application for 2023, 2024 and 2025

There are still many producers who have been notified that have not submitted the applications for processing. Currently, there has been no deadline announced for the program.

LDP or Loan Deficiency Payments

LDP’s will be a foreign acronym for many producers; as FSA hasn’t paid LDP’s since 2016.

The Loan Deficiency Payments (LDP) program, administered by the Farm Service Agency (FSA), offers payments to producers of eligible commodities who choose not to take out a Commodity Credit Corporation (CCC) loan when market prices fall below the loan rate. LDPs provide immediate cash flow to producers, helping to manage financial risk and stabilize farm income during periods of low market prices. This program covers a variety of crops, including grains, oilseeds, and other designated commodities. Below is a chart showing Cheyenne and Kiowa counties loan rate and posted county price. To be eligible for an LDP, producers need to sign a CCC-633ez form prior to harvest or before losing beneficial interest in the commodity, that form is available at any local FSA office.

Currently, there are no payable LDP’s on the commodities grown in the counties. FSA will use the lower of the 30-day period PCP or alternative PCP rate to compute an effective LDP. PCP stands for posted county price, but this is not the local price at area elevators. Also, looking at the chart below, pay special attention to grain sorghum, CCC and FSA use hundred weight as the method of measurement.

There are daily LDP rates available at https://www.fsa.usda.gov/resources/price-support/commodity-loans. The alternative PCP can change daily.

CRP Contract Maintenance

There was an update last week regarding grazing for contract management. There can be no grazing of CRP for the purposes of contract management during primary nesting season, which is March 15th – July 15th. Previously grazing for contract management could only take place from October 1st to March 15th.

Producers wishing to graze CRP for contract management need to start the process with FSA, NRCS will make a field visit to determine if the land is suitable to be grazed. Producer grazing without proper authorization from FSA will be deemed out of compliance and the contract could be terminated with refund of payments required.
