Cheyenne Wells City Council meeting minutes - March 7, 2023

Town of Cheyenne Wells 

Regular Meeting 

March 7, 2023 – 6 pm

CALL TO ORDER

Mayor Uhland called the meeting to order at 6 pm and led the group in the pledge of allegiance to the US Flag. Councilwoman Jones led the group in prayer.

  • Council Present: Carlton Pelton, Jared Lamb, Sherry Jones, Mark Galli, Rex Hyle & Intern Brandon Noe.
  • Council Absent: None.
  • Staff Present: Town Clerk Administrator Debbie Knudsen, Town Superintendent Aaron Crum Deputy Clerk Karen Miller
  • Visitors Present: Rosemary Lengel and Blake Gilmore.

APPROVE AGENDA

The agenda was approved with amendments upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried. 

VISITORS 

Rosemary Lengel, ECHS, came before Council to request the special events liquor license for their Cajun Boil on April 22 if approved she requested the waiving of the $25 fee. Discussion followed. The special events liquor license for ECHS Cajun Boil and waiving of the fee was approved upon motion from Councilman Pelton and seconded by Councilman Lamb. All voting for, motion carried. 

{6:30) Blake Gilmore a Senior at Cheyenne Wells High School came before Council to discuss creating a little library at Medicine Arrow Park for his community service project. Discussion followed. 

SHERIFF'S MONTHLY REPORT 

The Sheriff was not in attendance however a report was submitted and reviewed by Council. Town Clerk Administrator Knudsen stated that tickets have been coming in and most payments for their traffic fines. Municipal Court is scheduled every third Wednesday of the month at 10 am. 

BLAKE GILMORE-COMMUNITY SERVICE PROJECT 

Blake Gilmore came before council requesting to install an outdoor mini library at Medicine Arrow Park for his Senior community service project. Discussion followed. The Council approved a mini library to be installed at MAP by Blake Gilmore upon motion from Councilman Hyle and seconded by Councilman Lamb. All voting for, motion carried. Mayor Uhland thanked Mr. Gilmore for coming in and giving back to his community. 

APPROVE MINUTES 

The minutes were reviewed and approved upon motion from Councilman Hyle and seconded by Councilman Lamb. All voting for motion carried.

APPROVE BILLS FOR ALL FUNDS

The bills for all funds were reviewed and approved upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried. 

APPROVE BUILDING PERMITS

Chiarra Browder Fence

The Council reviewed and approved the building permit for a fence for Ms. Browder upon motion from Councilman Pelton and seconded by Councilman Hyle. All voting for, motion carried. 

APPROVE SPECIAL EVENTS LIQUOR LICENSE-ECHS CAJUN BOIL 4/22/23

ECHS President Rosemary Lengel came before Council to request a special event liquor license for their Cajun boil fundraiser on April 22nd. They were also requesting to waive the fee. The Council approved the special events liquor license and the waiving of the permit fee upon motion from Councilman Pelton and seconded by Councilman Lamb. All voting for, motion carried. 

DRAINAGE, HOUSING, WATER, CHIP SEALING UPDATES 

Mayor Uhland informed Council of the zoom meeting concerning the grant that was applied with Colorado Housing Finance Authority and a grant application with the nonprofit group, Wells Development to discuss the plans for new housing development on the property located on east end of town when the County and Mike & Mitzi Smith close on the property. Discussion followed. It was consensus of council to look into the options of a professional grant writer. 

Town Clerk Administrator Knudsen discussed the Phase 1 and Phase 2 drainage projects for the upcoming TAP grant. JDS Hydro with us on the grant requirements on the engineering end and Town Clerk Administrator Knudsen will complete the other grant wording and details. Grant is due March 24th after our pre zoom meeting with COOT on March 17th. 

McCormick's are about done with the crack sealing and Al Construction will be meeting with us on March 22nd to go over the chip sealing of those streets. 

We will be having Duerst down to complete some well testing required by the state on the possible lease of two of Kerr and Scheimer wells. This testing is planned for early April. 

Town Superintendent Crum discussed the tree trimming project of street right of ways and is trying to get the plow truck repaired. Discussion followed. 

COUNCIL REPORTS

HOUSING AUTHORITY-COUNCILMAN HYLE

Councilman Hyle informed Council on the meeting they had last night. They are looking to upgrade flooring in some of the apartments. Tenants are paying rent on time. Pat Daugherty locksmith will be changing out the post office locks due to keys missing on several of them. The Housing as received drawdowns from HUD that were out there for us to collect for the last few years so finances are looking up. Thank you to Council for allowing Debbie to step in when things were in a mess. Town Clerk Administrator Knudsen will draft an invoice for Housing on how many hours has been put in this far for the Town employee and supplies. Housing has funds now to reimburse the Town. The Housing is re­advertising for the Housing Executive Director position.

NOMINATIONS TO ECCOG

Councilwoman Jones is interested in the nomination to ECCOG and submitted a resume for ECCOG. The Council approved the nomination of Sherry Jones to ECCOG upon motion from Councilman Hyle seconded by Councilman Galli. All voting for, motion carried.

PARKS REPORTS-COUNCILMAN LAMB

Councilman Lamb said Ellette has started working on normal preparations for spring. Discussion followed on cameras are installed, basketball court needs painted, and new bulletin stand is to be installed. Town Superintendent Crum stated they are inspecting and repairing all safety concerns as well at the park. 

MAYOR, COUNCIL, AND STAFF COMMENTS/UPDATES

Housing Summit is rescheduled for April 7th in Flagler.

Mayor Uhland has declared a proclamation as March Colorectal Cancer Awareness month. Blue lights have been placed at the park and city building for the community. Cheyenne Wells has been highlighted in the State of Colorado website and flyers for this campaign. 

UPCOMING INFO

  • CIRSA property walk through is March 2ist 
  • Chip Seal meeting with Al Construction is March 23rd at 10 am. Town will be closed April 7th 
  • Next regular meeting is Tuesday, April 11th

The meeting was declared adjourned by Mayor Uhland at 6:42 pm upon motion Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
