CALL TO ORDER
Mayor Pro Tem called the meeting to order at 6:00 pm and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones led the group in prayer.
Council present: Carleton Pelton, Rex Hyle, Karen Gregg, Mark Galli, and Sherry Jones.
Absent: Zach Anderson.
Staff present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator and Karen Miller Deputy Clerk.
Visitors: Danile Baker EPAWA and CCSO Deputy Kayla Murdock.
VISITORS
Danile Baker submitted the EPAWA 2026 report and requested a donation be in the 2027 budget. Council approved $1250 in the 2027 budget upon motion from Council Hyle and seconded by Councilwoman Gregg. All voting for, motion carried.
APPROVE AGENDA
The agenda was approved with addition of Cheyenne Tavern liquor license renewal upon motion from Councilman Galli and seconded by Councilman Hyle. All voting for, motion carried.
PUBLIC HEARING ORDINANCE #292 & #293 "DISSOLVING DISTRICTS"
No public comment was heard.
SHERIFF'S AUGUST MONTHLY REPORT
Council reviewed the Sheriff's Report. CCSO Deputy Murdock was present to answer any questions. Council discussed golf cart and e-bike safety concerns and nuisances within the city limits. There are no regulations on golf carts and e-bikes, however they will put out an informative safety regulation on Facebook notifying parents to teach their kids street safety measures when operating these. They will visit with the property owner on the health and safety nuisance and give two weeks for cleanup and if not cleaned up then a summons will be issued into municipal court.

Council approved the minutes as corrected upon motion from Councilman Galli and seconded by Councilman Jones. All voting for, motion carried.
BILLS FOR ALL FUNDS
Council approved bills for all funds upon motion from Councilman Galli and seconded by Councilwoman Jones. Voting For: Pelton, Gregg, Jones, and Galli. Abstained: Hyle. Mayor Pro Tem Pelton declared the motion carried.

Council approved the building and peddler permits upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
LIQUOR LICENSE RENEWAL CHEYENNE TAVERN
Council approved the renewal liquor license upon motion from Councilman Hyle and seconded
by Councilman Galli. Voting For: Pelton, Gregg, Hyle, and Galli. Voting Against: Jones. Mayor Pro Tem declared the motion carried.
2027 HUTF FUNDS
Council reviewed the 2027 HUTF quotes.
2027 CIRSA WC & PC QUOTES
Council approved the 2027 insurance quotes for property casualty ($38,772.12) and workman's compensation ($18,208.52) upon motion from Councilman Galli and seconded by Councilwoman Jones. All voting for, motion carried.
APPROVE ORDINANCE #292 & #293 "DISSOLVING DISTRICTS"
Council approved Ordinance #292 and #293 upon motion from Councilman Hyle and seconded by Councilwoman Jones. All voting for, motion carried.
MUNICIPAL JUDGE
Council approved Stacy Noe as the new municipal judge upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried. Mayor Pro Tem Pelton will swear Ms. Noe in at the October 5th council meeting.
2027 PROPOSED WATER RATE SCHEDULE
Council reviewed the rate schedule. A public hearing will be held October 5th
SOUTH 2nd WEST CANAL IMPROVEMENT
Town Manager Hyle updated Council on the construction plans for the box culvert. We are on hold until the sewer line is located by Kemp's who will do potholing.
WATER TOWER PAINTING
We are awaiting an updated timeframe on the painting of the mural. KC Electric has updated the electricity at the water tanks.
WATER TREATMENT PLANTS
Town Clerk Administrator Knudsen is working with general counsel and the bond attorney on an ordinance for the CDWRF loan agreement. DOLA is getting the contract going on the Phase I grant.
We are working with RESPEC to finalize their construction costs for the EIAF Phase I Feyh Well.
EXECUTIVE SESSION-PERSONNEL
Council and Supervisors went into executive session at 6:35 pm upon motion from Councilman Hyle and seconded by Councilwoman Jones. All voting for, motion carried.

Council approved the 2027 employee pay rates and 2026 employee bonuses upon motion from Councilwoman Gregg and seconded by Councilman Galli. Voting For: Pelton, Gregg, Galli, and Jones. Abstained: Hyle. Mayor Pro Tem declared the motion carried.
Council approved the hiring of Michelle Stitham to the deputy position upon motion from Councilman Galli and seconded by Councilwoman Gregg. All voting for, motion carried.
2027 BUDGET-CERTIFCATE OF VALUATION FOR 2026
Council reviewed the preliminary certificate of valuation from the county assessor.
ADMINSTRATIVE REPORTS
We will be crack sealing various streets when the weather cools down.
TAPS project; we are looking at detailed designs downsizing the widths of the streets. A representative will begin reaching out to property owners on the ROW as required by COOT.
We will be meeting with the Commissioners on Thursday to discuss their portions of streets and ROW requirements.
TAP and SRF grant reimbursements request, invoices, narratives, and cancelled checks have been submitted through July 31st on CDOT and DWRF portals. The reimbursement funds will be disbursed into the town's accounts electronically this month.
COUNCIL REPORTS
CWHA-Councilman Hyle
They will have their meeting on Monday.
ECCOG & ECCLD-Councilwoman Jones
ECCOG has a 25% Tax Credit if people are wanting to donate to the food program. The ECCLD are bringing different activities to their readers starting this fall.
PARKS & DOWNTOWN-Councilpersons Gregg and Anderson
We are planning the Tumbleweed Christmas.
WATER-Councilman Pelton and Councilwoman Jones
All water topics were discussed earlier in the meeting.
STREETS-Councilman Hyle and Councilman Galli
Discussed the various widths of streets and the TAP grant.
