The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday December 11, 2018 at 5:00 p.m. in the Town Hall. Robin Fox, Town Clerk, took roll call:

Mayor – Joe D. Shields- present

Trustees – Present –Kathy McCracken, Terry Riley, Dennis Pearson, and Justin McLoud

Absent – Lisa Trigilio

Town Clerk- Robin Fox –Present

Assistant Clerk- Shealynn McCracken-Present

Director of Public Works- Van Brown- Present

Audiences/Public Comment Period

Budget Hearing- Mayor Shields called the Budget Hearing to order at 5:00 p.m.

Minutes­- Justin McLoud moved to approve the minutes. Kathy McCracken seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Terry Riley moved to approve the payment of the bills in the packet. Dennis Pearson seconded, motion passed unanimously.

New Business:

Raises- Director of Public Works and the Town Clerk requested for the annual raises for themselves and their employees. Terry Riley moved to approve the annual raises. Justin McLoud seconded, motion passed unanimously. Kathy McCracken abstained.

Christmas Gifts- The Town Clerk asked the board if they would like to give the employees Christmas gifts again this year. Justin McLoud moved to give the employees Christmas gifts again. Terry Riley seconded, motion passed unanimously. Kathy McCracken abstained. 

Budget Hearing-Mayor Shields closed the budget hearing at 5:10 p.m. Justin McLoud moved to approve the Ordinance to Adopt the Budget. Kathy McCracken seconded, motion passed unanimously. Justin McLoud moved to approve the Ordinance to Appropriate Sums of Money. Dennis Pearson seconded, motion passed unanimously. Justin McLoud moved to approve the Ordinance to Set Mill Levies. Terry Riley seconded, motion passed unanimously.

Water/Sewer/Trash Increase for 2019- Since there was no audience, the board moved on to approve Ordinance 406.

Ordinance 406- Ordinance 406 was presented to the board members, which is to increase water, sewer, and trash rates for 2019. Kathy McCracken moved to approve Ordinance 406. Justin McLoud seconded, motion passed unanimously. 

Lagoons- The Director of Public Works informed the board that the lagoons lining needs to be replaced. He has calls in with GMS as well as the insurance company. 

Airport- The Director of Public Works informed the board that the town will be applying for a grant to help fix the runway. The grant will pay 90% where the town will only have to pay 10% out of pocket. 

Water Tank-The Director of Public Works informed the board that the elevated water tank has began to leak. He is visiting to GMS about this as well. 

Bring Up Items- The Town Clerk let board members know that the Christmas Party will be December 28, 2018.

Adjourn- Kathy McCracken moved to adjourn the meeting at 5:30 p.m. Terry Riley seconded, motion passed unanimously.
