Eads Board of Trustees meeting minutes - December 8, 2020

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday December 8, 2020 at 5:00 p.m. Zoom meeting. Town Clerk, Robin Fox, took roll call:

  • Mayor – Joe D. Shields- Present
  • Trustees – Present – Dennis Pearson, Justin McLoud, Kathy McCracken, Karl Eikenberg, and Terry Riley 
  • Absent –  Meghan Buck
  • Town Clerk- Robin Fox –Present
  • Assistant Clerk- Barbara Scranton-Present
  • Director of Public Works- Van Brown- Present
  • Guests Present –Lance Clark      

Budget Hearing – The 2021 Budget hearing was opened for public discussion at 5:03 pm.

Minutes­- Dennis Pearson motioned to approve the minutes as amended. Kathy McCracken seconded, motion passed unanimously. The December 2, 2020 Special Meeting minutes were not approved. The minutes will be revised and sent to the Board of Trustees for approval.

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Terry Riley motioned to approve payment of the bills ($64,656.79 Water, $7,562.64 Utility, $31049.52 General, $134.06 Conservation, $34.94 Airport: $103,437.95 Total). Kathy McCracken seconded, motion passed unanimously. 

Old Business:

Pool- Justin McLoud has nothing new. Tom Haskell requested to meet at the old pool. Van Brown suggested approaching the Recreation District. Mayor Shields agreed and said he will contact them.  

New Business: 

Raises – Director of Public Works, Van Brown and Town Clerk, Robin Fox request that the board approve the annual 3% cost of living raise. Justin McLoud motioned to approve the cost-of-living raise. Karl Eikenberg seconded, motion passed unanimously.  

Elevated Tank – Van Brown reported that the down spout on the elevated tank is also in need of repair in conjunction with the recoat. The project should be completed in August.

Employee Handbook – Because the employee handbook is outdated, Town Attorney, Lance Clark was asked to re-evaluate and change the handbook to bring it up to date. The new handbook will be presented at the next regular meeting. 

Lagoon Liner Grant – Van Brown informed the Board of Trustees that the Town has received notification for Grant approval for the lagoon liner.

Budget Hearing – With no further discussion or changes the Budget Hearing closed at 5:31 pm.

Adjournment- Karl Eikenberg motioned to adjourn the meeting. Dennis Pearson seconded the motion. The meeting adjourned at 5:34pm.
