Kiowa County Board of Commissioners Meeting Minutes

The Regular meeting of the Kiowa County Commissioners was called to order on July 14, 2026, at 9:00 a.m. by Chairman Donald Oswald.
Present

Call to Order
- Chairman Donald Oswald called to order at 9:00 a.m.
- Commissioner Robertson opened with prayer and the Pledge of Allegiance
- Commissioner Robertson moved to approve the minutes from June 25, 2026. Oswald seconded. Motion carried.
- Commissioner Oswald moved to approve the vouchers as presented; Robertson seconded, motion carried.
- Commissioner Robertson moved to approve the agenda as presented; Lening seconded. Motion carried.
Old Business
- Grant Updates: Dirt work has begun at the transit building site. Adamson is gathering estimates for the CCOG mini grants. Adamson has several projects for the mini grants; it will depend on which estimates come first.
- Landfill/ Recycling: Shredder was in Galveston earlier this week. The EDOP was submitted by the engineer to the State. There is yard waste to start once it gets here for Jeff Scraton to learn on as well as tires and scrap. There was discussion about the property being purchased and placement of the shredder when it arrives. No decision was made. Concrete crusher has arrived, waiting on operators.
- Housing: Adamson measured the stairs at cactus Comer, and they are not up to standards. Adamson recommends not giving a Certificate of Occupancy until Bison signs off and the stairs are correct.
- Planning & Zoning Update: Adamson updated the consulting firm, and attorneys are working on their respective part of the Impact fee study.
- Road & Bridge: Oswald brought up concerns about County Road 40 near the County Line as to who is responsible for the road maintenance. Adamson will speak with the Foreman to get a dear idea of who should be maintaining.
- Sales/ Use Tax: Coffee with Commissioners has had 2 dates so far, hoping to have more turnout for future meetings.
- Repairs Update: Adamson discussed the HVAC at the Parks Service Building that has been out for a month. It was decided to have Evergreen complete the repair and cancel Plains. The contractor for the flooring at the Community Building is hoping to have the materials to complete the project later this week. Oswald moved to replace the vending machine at the Courthouse, Lening seconded. Motion carried. Adamson Is still looking for someone to repair the basement cement wall before winter. The contractor for the museum gutters has not scheduled with county maintenance, if there is no date within a couple of weeks the other contractor will be contacted.
Appointments
- Audrey Johnson, DSS Director: Johnson entered the meeting at 9:28 a.m. Johnson provided an update, the new caseworker certification was approved as of June 15, 2026. Johnson received one bid for cleaning at the office, Oswald moved to approve the bid for Kemma Alfano for $120 per week, Robertson seconded, motion carried. Johnson briefly discussed some highlights from the state review of Human Services; Johnson emailed the entire document to the BOCC. Johnson exited the meeting at 9:53 am
- Flckenscher & Kopaz; Cattleguard Maintenance: Bruce & Brenda Flckenscher entered the meeting at 9:55 a.m. Bruce Flckenscher asked for clarification on how cleaning the cattleguards Is billed. Zach was billed for the cattleguards on Fickenscher land. Adamson will correct the billing to make sure Fickenscher is billed, not Kopaz. Zach Kopasz Joined via telephone at 10:03 am. Adamson also clarified what costs are incurred for new cattleguards. There was discussion about who can clean out the cattleguards and when and ideas were discussed to appease everyone going forward. No action was taken. Bruce and Brenda Fickenscher exited the meeting at 10:21 am, Kopasz disconnected at 10:21 am.
- Greg Brophy; Impact Fees: Brophy entered the meeting at 10:15 am Brophy discussed how Kit Carson County does Impact Fees and how well it Is going for the companies and the County. Brophy suggested video recording the meetings with the companies to be available for the public, suggesting the cost could be covered by Impact Fees. There was discussion about how Impact fees could/should be used now that construction has begun. Adamson hopes to have the Impact Study report by the end of the month allowing the fee schedule/formula to be made.
- Luis Meneses; Adapture / Golden Plains Solar Presentation: Meneses provided a short Introductory presentation for the project that Is being developed in Kiowa County. Meneses will provide a more in-depth presentation for the upcoming public hearing.
Oswald moved to recess for lunch at 11:59 a.m. The meeting resumed at 1:09 p.m.
New Business
- Monthly reports were handed out to the Board.
- Time-Off Requests: None
- New Hire Progress Report: New full time employee doing well.
- SIPA Grant: Grant eligibility form and ACH form signed to return to SIPA for grant distribution.
- Old Senior Center Quit Claim Deed Correction: Robertson moved to sign corrected Quit Claim, Lening seconded, motion carried.
- Resolution 2026-6 Approving Property Purchase for Landfill: Lening moved to approve the Resolution, Robertson seconded, motion carried.
- Purchase Agreement- Barlow Property: Oswald moved to sign the agreement, Robertson seconded, motion carried.
- Ratification of THK Agreement: Oswald moved to sign ratification of agreement with THK, Robertson seconded, motion carried.
Adjournment
With no further business, Oswald moved to adjourn at 1:50 pm; Robertson seconded. Motion carried.
