The Regular meeting of the Kiowa County Commissioners was called to order on May 28, 2026, at 9:00 a.m. by Chairman Donald Oswald

Present:

  • Donald Oswald, Chairman
  • Howard "Butch" Robertson, Commissioner Mike Lening, Commissioner
  • Adrienne Yates, County Clerk
  • Tina Adamson, County Administrator

Call to Order:

  • Chairman Donald Oswald called to order at 9:00 a.m.
  • Commissioner Robertson opened with prayer and the Pledge of Allegiance
  • Commissioner Robertson moved to approve the minutes from May 14, 2026. Oswald seconded. Motion carried.
  • Commissioner Lening moved to approve the vouchers as presented; Robertson seconded, motion carried.
  • Commissioner Oswald moved to approve the agenda with 1 addition; Lening seconded. Motion carried.

Old Business:

Grant Updates: Oswald was given direction on mini-grant requirements from SECED; pictures before and after will be required going forward on all projects. Suggestions for mini-grant applications were discussed: a generator pad, east side courthouse sidewalk, trap club updates, recycle container cement pads, conversion of part of the livestock shed into storage. The Phase II portion of the Legion Halls received a Boetcher Grant for $15,000 and we are waiting to hear from the State Historical Fund.

Landfill/ Recycling: The crusher has been delayed and is planned to be here at the end of June. Adamson has been in touch with the landowner and surveyor for land located near the landfill for purchase.

Housing: Oswald was given an update on Cactus Corner; SE CED is hoping to have some of the issues corrected by mid-June.

Road & Bridge/ Purple Wave Sale: Options were discussed to help mitigate County Road issues including erosion, haul routes and dust. A meeting with the R & B Foreman will be scheduled to discuss a plan. Everything that was put on Purple Wave has been sold; Adamson has received the final invoice. Reagan Lane is still requesting access to the county road to include a culvert.

Sales/Use Tax Question: The board discussed ideas to put on a survey for citizens that includes items the revenue could be used for. A list was approved for the survey by the board.

Courthouse / PH Flooring Estimate: Adamson provided an estimate for laying flooring in the commissioners' meeting room using the flooring already on hand. Install is estimated at $6543~. Cost for re-flooring Public Health hallways and restrooms using flooring on hand, estimated at $3,577 ~. Another estimate for carpeting the offices at Public Health and waiting room is $4,325~. Oswald moved to go forward with laying vinyl flooring at public health and the restrooms upstairs in the building. Lening seconded. Motion carried. The other projects will be budgeted for 2027.

Appointments:

Kenneth Shearer - LAVAA: Shearer entered the meeting at 9:55 a.m. Shearer provided an update on the region 6 happenings. The transit program is being utilized for medical appointments not just to Pueblo and Colorado Springs but also Denver. Shearer will be meeting with citizens at the senior center soon to listen to concerns and needs of the county. Shearer exited the meeting at 10:40 a.m.

Oswald moved to recess for lunch at 11:55 a.m. The meeting resumed at 1:00 p.m.

New Business:

  • Monthly reports were handed out to the Board.
  • Time-Off Requests: None
  • New Hire Progress Report: No negative reports
  • Cybersecurity / Computer Monitoring: Yates handed out a packet containing information from Technology West regarding a proposal for monitored cybersecurity and backups. The board requests that we speak with ESRTA to find out what services they contract for us.

Adjournment

With no further business, Lening moved to adjourn at 12:17 pm; Robertson seconded. Motion carried. Next Regular Meeting: Thursday, June 11, 2026, at 9:00 a.m.
