Kiowa County Commissioners Meeting Minutes – December 27, 2018

The Kiowa County Commissioner's regular meeting was called to order on December 27, 2018 at 9:10 a.m. by Chairman Richard Scott. Scott opened the meeting with prayer and the Pledge of Allegiance. Those in Attendance:

Richard Scott, Chairman, Cindy McLoud, Commissioner Delisa Weeks, County Clerk, Tina Adamson, County Administrator, Howard "Butch" Robertson, Commissioner-Elect, Donald Oswald, Commissioner (entered meeting at 10:20 a.m.)

McLoud moved and Scott seconded the motion to approve the minutes as presented. Motion carried.

McLoud moved and Scott seconded the motion to approve the vouchers as presented. Motion carried.

Scott moved and McLoud seconded the motion to approve the agenda as amended with the following additions being made: New Business: Seismic Notice and Appropriations for Child Welfare.

OLD BUSINESS:

Grant Updates: Rachel Patrick with Small Business Development Center announced that El Pomar awarded $25,000.00 to Kiowa County for the interior design portion of the Senior Citizen Building of the Murdock Project.

Landfill Updates: Plans are being made for the pouring of cement for the scales that will be placed at the landfill. Applications will be reviewed for a landfill operator position on December 31, 2018. The County will begin collecting fees on January 1, 2019.

Planning and Zoning: The regulation form will be forwarded to the county attorney for review and corrections. The Oil and Gas Permits were discussed and was decided a onetime bond fee of $30,000.00 will be applied for each company.

Meagan Hillman with Prowers County Health and Environment (PCPHE) spoke (by phone conference) with the Commissioners in regards to the Intergovernmental Agreement they have with Kiowa County. Discussion followed over the cost of living raise. Scott moved and McLoud seconded the motion to approve the IGA with Prowers County Health and Environment. Motion carried.

Commissioner Oswald entered the meeting at 10:20 a.m.

Dennis Pearson, Director of Human Services, requested permission to continue with Don Steerman as their attorney for the 2019 year. McLoud moved and Oswald seconded the motion to retain Don Steerman for legal services for the Department of Social Services for the 2019 year. Motion carried. McLoud moved and Oswald seconded the motion to adopt the Resolution for Supplemental Appropriations for Child Welfare in the amount of $26,000.00 Theses funds are covered by the State not the County.

Pearson said the Little Leaders Learning and Care Center is requesting the use of TANF funds that Social Services has for the start up operations of the new daycare. Oswald asked what would qualify the use of TANF funds for the childcare program. Pearson will come back with more information for the Commissioners. Pearson thanked the Board for their time and exited at 11:05 a.m.

Upcoming meetings and reports were reviewed and signed.

McLoud reported that she and Commissioner Scott attended a meeting in Lamar on December 18thto explore the possible development of a Regional Transit Planning Group. McLoud feels the Veteran's employee should attend the transit meetings so they can assist in what types of services that are available to the Veteran's and how they can coordinate these types of services with the county transit board.

Maurice Sagner entered the meeting at 11:14 a.m. to discuss the bid he received for painting the museum. Oswald moved and Scott seconded the motion to approve the additional $430.00 to complete the painting of the Museum. Motion carried. Sagner exited the meeting at 11:20 a.m.

Teresa Witte, Emergency Manager entered the meeting at 11:26 a.m. to discuss the installation of internet to the command center. Witte would like to use some of her funds from the 2018 Grant.

Oswald moved and McLoud seconded the motion to approve and sign the MOU (Memorandum of Understanding) with the Colorado State University Extension Office. Motion carried.

Adamson had received a letter from Bird Seismic advising they will be conducting seismography on the western end of Kiowa County in the near future.

The next regular Commissioners meeting will be January 8, 2019 at 9:00 a.m. The swearing in of the elected officials will be held at 10:00 a.m.

Oswald moved and McLoud seconded the motion to adjourn the meeting at 11:52 a.m. Motion carried.
