Kiowa County Board of Commissioners Meeting Minutes

The Regular meeting of the Kiowa County Commissioners was called to order on January 13, 2026, at 9:00 a.m. by Chairman Donald Oswald.

Present:

  • Donald Oswald, Chairman
  • Howard "Butch" Robertson, Commissioner
  • Mike Lening, Commissioner
  • Adrienne Yates, County Clerk
  • Tina Adamson, County Administrator

Members of Audience: Madison Wrobley, lnvenergy

Called to Order:

  • Chairman Donald Oswald called to order at 9:00 a.m.
  • Commissioner Robertson opened with prayer and the Pledge of Allegiance
  • Commissioner Robertson moved to approve the minutes from December 23rd, 2025. Oswald seconded. Motion carried.
  • Oswald moved to approve the vouchers as presented; Lening seconded, motion carried.
  • Oswald moved to approve the agenda as presented with 1 addition; Robertson seconded; motion carried.

Old Business:

  • Grant Updates: Current active grants: Transit Building (CDOT), no applications received for KCEDF Director position. Transit van replacement grants are on hold for now. DOLA EIAF grant application for new courthouse windows is open.
  • Landfill/Recycling: Robertson spoke with a landowner who may be willing to sell some land to the county.
  • Housing: Adamson has reached out for updates on Cactus Corner with no answers.
  • Planning & Zoning Update: Donna Adame entered the meeting at 11:55 am. Adame provided an update on all project financials.
  • Road & Bridge: New trailers have been ordered.
  • KCHD CDBG Grant Signatory Authority & Resolution 2026-1: Oswald moved to sign resolution, Robertson seconded. Motion carried.

Oswald moved to recess for lunch at 12:09 p.m. Robertson seconded. Motion carried. Meeting resumed at 1:10 pm

Appointments:

  • Ronny Farmer, 2024 Audit Review: Diana Flory County Treasurer, Marci Miller, County Assessor entered the meeting at 9:28 am. Audrey Johnson, Director of DSS, entered the meeting at 9:31 am. Ronny Farmer, auditor, joined virtually at 9: 31 am. Farmer went over the audit report for 2024 with the board.

Flory and Miller exited at 10:32 am

  • Reorganization: Reorganization meeting began at 10:48 am.
  • Audrey Johnson, Director, DSS: Johnson entered the meeting at 1:10 p.m. Johnson asked the board to sign a child support service contract for 2026 with minimal changes from previous years. Lening moved to approve and sign contract. Robertson seconded. Motion carried.

DSS is considering moving commodity pick up to Monday afternoons after January's pick up went well with more people coming through the line. The new distribution would be Monday 3:30pm - 4:30pm.

Johnson provided an overview of updates between the State of Colorado and the Federal Government regarding benefits.

Johnson exited the meeting at 1:30 p.m.

  • Undersheriff Marlow, County Rd 49: Undersheriff Marlow entered the meeting at 1:20pm. Sheriff Williams entered the meeting at 1:28 p.m. Marlow discussed with the BOCC regarding concrete haul trucks on May Valley Road. The signs in place state no through traffic over 20 tons. Concrete trucks are using the road regularly and have stated they were given permission to use the road by the BOCC. The BOCC stated no changes will be made at this time; posted signs are to be followed with the exceptions stated under state statute.

Williams and Marlow exited the meeting at 2:00 p.m.

Raina Lucero entered the meeting at 10:30 a.m.

New Business:

  • Monthly reports were handed out to the Board.
  • Time-Off Requests: None
  • CHP Annual Designation: Oswald moved to designate Robertson, Lening seconded. Motion carried.
  • Resolution 2026-2 Ambulance Service Authorization: Tabled
  • IGA with KCHD for Ambulance Service: Tabled
  • Valley Wide Secure Transportation Permits: 3 vehicle permits were submitted for approval. Lening moved to approve and sign the permits; Robertson seconded. Motion carried.
  • Golf Course Liquor License: Robertson moved to approve, Oswald seconded, motion carried.
  • Elected Official Salary Category /Subcategory: Oswald motioned for Kiowa County to move from County Category from VI-D to VD-C, Robertson seconded; motion carried.
  • SECED Brownfield Coalition Grant addition letter of support: Supports grant going through  SECED. Robertson motioned to sign; Oswald seconded. Motion carried.

Adjournment:

With no further business, Oswald moved to adjourn at 3:18 pm, Lening seconded. Motion carried. Next Regular Meeting: Thursday, January 29th, 2026, at 9:00 a.m.
