Kiowa County Commissioners meeting minutes - September 13, 2018

The Kiowa County Commissioners  Regular meeting was called to order by Chairman Richard Scott on September 13, 2018 a.m. at 9:00 a.m. Oswald opened the meeting with prayer and the Pledge of Allegiance. Those in attendance were:

Cindy McLoud, Commissioner

Donald Oswald, Commissioner

Delisa Weeks, County Clerk

Shellie Englehardt, Assistant County Administrator

McLoud moved and Oswald seconded the motion to approve the minutes of the last meeting. Motion carried.

Oswald moved and McLoud seconded the motion to approve the vouchers as presented. Motion carried.

Scott moved and McLoud seconded the motion to approve the agenda as amended with the following additions Executive: Personnel Issues. Motion carried.

OLD BUSINESS: 

Grant Updates: The National Park Service Grant was reviewed. McLoud reported that Zink and Associates have submitted plans that are due at the end of September for the Senior Citizen Building. The State Historical People will be here this afternoon for a walk through for the Murdock Project. There will be further information after the walk through.

Haswell Cemetery: The Haswell Cemetery Board is working on the By-Laws for the Haswell Cemetery Board.

Upcoming Meetings: Meetings and reports were reviewed and signed.

The TV Tower: Some county residents have called with issues with not being able to view the local stations. Ryan Sneller, who oversees the tower, reported some of the problem was due to the fog being so heavy and as it thins out during the day the stations become more available. Sneller will be monitor the situation and update the Commissioners.

The Commissioner’s attended the C-DOT Meeting for Region 4 in Cheyenne Wells. The Cheyenne County Commissioners requested support from Kiowa County to the need of passing lanes for Highway 287 between Eads and Kit Carson. The Commissioners agreed there is a need for the passing lanes.

Colorado Zero Emission Mandate: Scott discussed how the low emissions vehicles may work in the bigger cities but did not think they would work as well in Southeast Colorado. Discussion further followed with no action taken.  

SBDC Contribution: The Commissioners will keep the letter of request for more funding on file and review when preparing the 2019 budget.

SB152 Resolution: Oswald moved and McLoud seconded the motion to approve Resolution 2018-05 to Opt out of Senate Bill 152. This question will be on the 2018 General Election. Motion carried.

Historic Preservation Grant Contract: McLoud moved and Oswald seconded the motion to approve the Historic Preservation Grant Contract. Motion carried. This grant is a study for the different historic sites in this area. 

Oswald moved and McLoud seconded the motion to recess the regular meeting and move into executive session at 10:00 a.m. Motion carried. The executive session was for personnel matters 24-6-402 (4) (f). Oswald moved and McLoud seconded the motion to move out of executive session and back into regular session at 11:20 a.m.

The next regular Commissioner’s meeting will be September 27, 2018 at 9:00 a.m.

With no other business to discuss McLoud moved and Oswald seconded to adjourn the meeting at 11:21 a.m.
