The Kiowa County Hospital District & County Board Minutes December 4, 2018
The Kiowa County Hospital District and County Board met in regular session on December 4, 2018 at 4:00 p.m. at the Hospital Meeting Room.
District Board members present were: Mary Eikner, Cathryn Anderson, Sylvia Shields and Priscilla Waggoner.
County Board members present were: Dennis Pearson and Craig Kerfoot.
Others present: Shannon Dixon, Char Korrell and Ellen Lane.
CALL TO ORDER
The meeting was called to order by Priscilla Waggoner, Chairman of the Board at 4:05 pm.
COUNTY VOTING MEMBER SELECTION
Dennis Pearson and Craig Kerfoot.
APPROVAL OF MINUTES
A motion was made by Craig Kerfoot to approve the October 23, 2018 meeting minutes as presented and seconded by Mary Eikner. All aye.
APPROVAL OF AGENDA
A motion was made by Craig Kerfoot to approve the agenda as presented. Motion seconded by Mary Eikner. All aye.
PUBLIC COMMENT
No one was present for public comment.
CREDENTIALING
Ryan Johnson was given temporary privileges. Diversified Radiology had several. A motion was made by Mary Eikner to approve all credentialing and it was seconded by Craig Kerfoot. All aye.
POLICIES & PROCEDURES
Fiscal Services and Influenza Acute Care policy were reviewed. A motion was made by Craig Kerfoot to approve the policies as presented. Mary Eikner seconded the motion. All aye.
STANDING REPORTS
CEO
Char let everyone know that we did not receive the Next Fifty grant. We will be contacting DOLA and some other places to apply for grants. We have submitted the paperwork for the Health Transformation Program. Now we will have to go through the steps for a needs assessment. The Consortium will be helping with this.
CFO
The October financials were reviewed and discussed by the Board. The year to date budget figures were reviewed.
Employee Christmas Bonuses were discussed. A motion was made by Craig Kerfoot to approve the same bonus structure as last year and Sylvia Shields seconded it. All aye.
The updated By-Laws were included in member packets. The Board Christmas Dinner is December 11 and the Employee Christmas Party is December 21.
CNO
They have started a Swingbed Committee. They have set a goal to respond to any inquiries within four hours. They are working on ideas of how to bring business back to us. We did have a recent patient that expressed her appreciation for the care she received. We need to make sure that all providers know the services that Social Services offers.
The iv fluid warmer is appreciated and being used. We purchased a new vital sign monitor for the ECU form money donated by George Tempel. We will be finishing up the ENPC education for the nurses this week. Darci, Ellen and Morgan have been trained for fit testing for masks to be worn for suspected TB exposure. They will be trained yearly.
HOSPITAL QUALITY & SAFETY
The Quality Report Scorecard was reviewed by the Board. There were four falls with one injury - several of the documented falls were one patient.
OLD BUSINESS
AVERA eCARE
We may not be able to use the Hospitalist portion of AveraEcare. We will go ahead and use the Emergency services.
2019 BUDGET: The Budget was reviewed and approved. Mary Eikner made a motion to approve the 2019 Budget and resolutions and Sylvia Shields seconded it. All aye.
NEW BUSINESS
DISTRICT BOARD MEMBER VACANCY: We currently had a District vacancy. Dennis Pearson and Craig Kerfoot both declined.
OTHER
Char handed out a letter from Dr. Lenderts for everyone's review.

The meeting was adjourned at 5:10 pm. Motion by Mary Eikner and seconded by Sylvia Shields. All aye.
