Advisory Committee on Governmental Accounting

The Advisory Committee on Governmental Accounting assists the auditor in formulating and prescribing a classification of accounts which will be uniform for every level of local government.

for a term expiring May 18, 2027:

  • Janeen Hathcock of Castle Rock, Colorado, to serve as a certified public accountant, occasioned by the resignation of Matthew Marino of Golden, Colorado, appointed.

CollegeInvest Board

CollegeInvest is a not-for-profit division of the Colorado Department of Higher Education.  CollegeInvest administers the state of Colorado’s 529 college savings programs and students studying in- and out-of-state.

for terms expiring July 31, 2027:

  • Martha Awad of Denver, Colorado, reappointed;
  • Allen Padilla of Windsor, Colorado, appointed;
  • David Chiavacci of Highlands Ranch, Colorado, appointed.

Colorado Banking Board

The Board is the policy-making and rule-making authority for the Division of Banking, and has the authority to make final decisions with respect to the taking of possession, liquidation, or reorganization of banks.

for a term expiring July 1, 2027:

  • Siddharth Kotwal of Highlands Ranch, Colorado, to serve as a member of the public, appointed. 

Colorado Healthcare Affordability and Sustainability Enterprise Board

The Board is responsible for working with the Department of Health Care Policy and Financing and the Medical Services Board to develop the hospital provider fee model, help with the preparation of annual reports on this program, and ensure that the Medicaid and Child Health Plan Plus (CHP+) eligibility expansions are implemented as intended.

for terms expiring May 15, 2025:

  • Mannat Singh of Denver, Colorado, to serve as a representative of healthcare consumers, occasioned by the resignation of Allison Neswood of Denver, Colorado, appointed;

Colorado Racing Commission

The Colorado Racing Commission regulates and supervises pari-mutuel wagering (for horses and dogs), including enforcement of rules, supervision of race meets and racing officials, and collection of revenues to the State.

  • Dr. Kjersten Davis,  DVM, of Montrose, Colorado, an Unaffiliated from the Third Congressional District, to serve as a veterinarian, appointed. 

Council on Creative Industries

The Council works to stimulate and encourage the development of the arts and humanities throughout the state.  The Council also looks at public interest in the arts and ways to increase public participation.

for a terms expiring July 1, 2026:

  • Sarah Wood of Fruita, Colorado, appointed;
  • Jack Finlaw of Denver, Colorado, appointed.

Economic Development Commission

The Economic Development Commission adopts an annual budget and develops guidelines for the expenditures of the fund for financial assistance such as loans, grants, and local match requirements to be provided for various types of projects. The Commission reviews the economic needs of the various geographical regions of Colorado and identifies the types of businesses which need the most support in terms of economic development.  The Commission makes information and assistance available for companies interested in relocating or expanding their operations in the state of Colorado.  In addition, the Commission has the authority to work with the Department of Local Affairs on the consideration of recertification of enterprise zones.

for a term expiring at the pleasure of the Governor:

  • Esther Leach of Denver, Colorado, appointed.

Institute of Cannabis Research Governing Board

The role and mission of the institute is to conduct or fund research related to cannabis and publicly disseminate the results of the research. The Governing Board is tasked with overseeing the institute and approving its annual budget. The governing board shall advise any Colorado institution of higher education that is developing a cannabis-related curriculum and provide input to the Colorado Commission on Higher Education before it approves any cannabis related degrees or certifications.

effective August 6, 2023 for terms expiring August 5, 2027:

  • Salvatore Pace of Pueblo, Colorado, to serve as a representative of the cannabis industry, reappointed;
  • John Harloe of Denver, Colorado, to serve as a representative of the cannabis industry, appointed;
  • L. Cinnamon Bidwell of Boulder, Colorado, to serve as a scientist from a relevant field, reappointed;
  • Melissa Reynolds of Fort Collins, Colorado, to serve as a scientist from a relevant field, appointed.

Middle Income Housing Authority Board

In order to solve for the acute shortage of affordable middle-income housing, the Middle Income Housing Authority will robustly increase the supply of affordable middle-income housing by raising large amounts of private sector capital to finance projects that can be placed into service quickly and efficiently. The Authority will be able to place projects into service quickly and efficiently because it will rely on the expertise of local governments, nonprofit organizations, and experienced real estate industry professionals to identify, propose, develop, and operate its projects.

for a term expiring September 1, 2024:

  • Kristin Stephens of Fort Collins, Colorado, to serve as a county commissioner, occasioned by the resignation of Hilary Cooper of Telluride, Colorado, appointed.

Natural Medicine Advisory Board

The Natural Medicine Advisory Board will advise the Department of Regulatory Agencies on the implementation of the regulated natural medicine access program.

for a term expiring January 31, 2027:

  • Stacie Louks of Denver, Colorado, to serve as a representative of permitted organization criteria, occasioned by the resignation of Katina Banks of Denver, Colorado, appointed.

State Board of Addiction Counselor Examiners

The Board of Addiction Counselor Examiners adopts necessary rules and regulations and is responsible for regulating addiction counselors.

for a term expiring December 31, 2024:

  • Nagy Ramzy of Arvada, Colorado, to serve as a public member, occasioned by the resignation of Theresa Lynn Lopez of Littleton, Colorado, appointed.

State Board for Community Colleges and Occupational Education

The State Board for Community Colleges and Occupational Education is the governing body for the state community college system and the coordinating board for local district colleges.  It also coordinates the activities of area vocational schools.

for terms expiring December 31, 2026:

  • Charles Brad Rupert of Arvada, Colorado, to serve as an Unaffiliated and member from the Seventh Congressional District, appointed.

Task Force on the Rights of Coloradans with Disabilities

The Task Force on the Rights of Coloradans with Disabilities brings together appropriate stakeholders, experts, and impacted groups to study and make recommendations concerning issues related to persons with disabilities.

effective August 1, 2023 for terms expiring August 1, 2027:

  • Jennifer Harpole of Denver, Colorado, appointed; 
  • Michael Stone of Boulder, Colorado, appointed;

Utility Consumers Board

The duties and responsibilities of the Utilities Consumer Council are to provide guidance on policy matters and annually evaluate the performance of the Office of Consumer Council.  The OCC’s charter is to advocate on behalf of residential, small business, and agricultural consumers in energy matters before the Public Utilities Commission and other courts.

for terms expiring July 1, 2027:

  • William Steele of Highlands Ranch, Colorado, to serve as a representative of a small business with one hundred or fewer employees from the Fourth Congressional District, reappointed; 
  • Christina Francone of Littleton, Colorado, to serve as a representative of a small business with one hundred or fewer employees from the Sixth Congressional District, appointed; 
  • David Kranz of Peyton, Colorado, to serve as a representative of agriculture from the Fifth Congressional District, appointed;
