Town of Cheyenne Wells Board of Trustees meeting minutes - March 11, 2025

CALL TO ORDER

Mayor Pro-tem Carleton Pelton called the meeting to order at 6:00 pm and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Jones led the group in prayer. 

Council Present: Carleton Pelton, Rex Hyle, Zach Anderson, Sherry Jones, Mark Galli and Karen Gregg 

Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, & Karen Miller Deputy. 

APPROVE AGENDA 

The agenda with additions was approved upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried. 

VISITORS COMMENTS 

No visitors were present. 

SHERIFF'S MONTHLY REPORT 

The council reviewed the February monthly report. Sheriff Buchanan neither were his staff in attendance. 

MINUTES 

The council reviewed and approved the minutes for February 11, 2025, upon motion from Councilman Galli and seconded by Councilman Hyle. All voting for, motion carried. 

BILLS FOR ALL FUNDS 

The council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by 􀃎9uncilman Anderson. All voting for, motion carried.

BUILDING PERMITS

  • On Point/Bill Lowe - New Home/Garage
  • Craig & Anna Quint - Storage Unit
  • Alejandro Rojo Gonzales - Green House & Storage Shed

The council reviewed and approved the building permits upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried. 

RESOLUTION #02-2025 "WATER RATE FEES" 

Resolution #02-2025 "Water Rate Fees" was reviewed and approved for the quarterly increases for 2025 water rates upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.

STORAGE UNITS 

The council discussed an addition to the town's new zoning ordinance with reference to storage unit criteria & setbacks. The council will hold a lunch workshop to discuss ideas for a planned addendum to the zoning ordinance for public hearing process and ordinance reading requirements.

TAP-PEDESTRIAN, SIDEWALK, CURB & GUTTER GRANT 

Town Manager Hyle and Town Clerk Administrator met with two engineering firms to go over the plans and on­site visit of the project. Both firms and shown intent to submit bids on the engineering needs. 

A-ONE WEST 13th AND 15th PROJECT

Town Manager Hyle met with A-One, Jaime Walton & Roy Kimble on the West 13th and West 15th 2025 project. They determined that there was a severe need to repair and replace several concrete drainage curbs, gutters, driveways and pans on West 13th. Benge Construction submitted a bid for $31,736. The bid was approved upon motion from 

Councilman Anderson and seconded by Councilwoman Jones. All voting for, motion carried. 

WELLS RURAL DEVELOPMENT INFRASTRUCTURE ENGINEERING GRANT 

Northwinds Survey came out and pinned all the water and wastewater infrastructure on the Wells Rural Development area for RESPEC Engineering.

RSA PROPERTY AND WORKMAN'S COMP AUDIT SCORES

The Town received a score of 102% for property and casualty and a 104% on workman's comp for the 2024 audit year. Council commended staff on a great safety year.

ADMINISTRATIVE REPORTS

The monthly water sample came back fine. Manager Hyle stated that there will be a new water test requirements this year that will cost the town an additional $2500. 

Town Clerk Administrator Knudsen stated that she will be submitting a 4th qtr. EIAF grant reimbursement for the engineering grant the town has for the development area. 

The town will begin phase two of the required CDPHE Lead and Copper water line and service survey. A zoom with the staff will be held in late March. 

EXECUTIVE SESSION (IF NEEDED)

No executive session is needed.

CWHA-Councilman Hyle stated that they signed an agreement with the town for maintenance needs at CWHA. They are impressed with all the maintenance of our public works Alex Parker has already done. 

ECCOG & ECCLD-Councilwoman Jones the library board does not have a new director yet. The library for the past year has held meetings upstairs in the loft, which is not ADA compliant. She has submitted a letter of request to move their meetings to the boardroom rather than in the loft. She is having difficulty getting upstairs with her health. 

Discussion followed on disability discrimination and ADA liability of the town's building. ECCOG met in Limon, and she is now the secretary of the board with President Dave Hornung, Vice President Ben Ferree, and Valerie Rhodes Treasurer. 

Parks & Downtown Revitalization-Councilwoman Gregg is making plans for new decorations for Christmas in the park area. Councilman Anderson is working with Manager Hyle on the drainage at MAP and rock needs. The Eiring Park bench is to be set in a few weeks by Brown's Funeral Horne. The Rother memorial structure is falling apart. Mike Rother stated he was okay with tearing it down as it had met its life span. The committee is looking into welcoming a few local businesses with a basket of goodies. 

Water-Councilman Pelton has not talked with Scheimers since their attorney has received the town's lease offer. Town Clerk Administrator Knudsen stated that the Town Water Attorney Farr has not heard anything back from their attorney.

Streets-Councilman Hyle working on street repair plans for West 13th and 15th along with crack seal and patching.
