Town of Cheyenne Wells Regular Meeting Council Chambers August 12, 2025 - 6pm
CALL TO ORDER
Mayor Pro Tem Carleton Pelton called the meeting to order at 6:00 P.M. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones led the group in prayer.
- Council Present: Carleton Pelton, Rex Hyle, Zach Anderson, Sherry Jones, & Mark Galli
- Council Absent: Karen Gregg.
- Staff Present: Rex Hyle Town Manager and Debbie Knudsen Town Clerk Administrator, and Deputy Clerk Karen Miller.
- Visitors: CCSO Undersheriff Kayla Murdock, Robert Woodward, Bob & Mindy Nestor.
APPROVED AGENDA
Council approved agenda was upon motion from Councilman Galli and seconded by Councilwoman Jones. All voting for, motion carried.
VISITORS
Robert Woodward of KIMZ' Kitchen discussed with Council the fees being charge on peddler license for his food truck/trailer business of $100 per month (average of $3 per day) and is too high for them to profit as a business. Discussion followed. Mayor Pro Tern Pelton stated that this will be placed on the agenda for further discussion.
SHERIFF'S MONTHLY REPORT
Council reviewed the June Sheriff's report. CCSO Kayla Murdock was there if they had any questions. discussed the report with Councilman Hyle made motion to approve minutes and Councilman Galli 2nd. Deputy Murdoch was at the meeting. She stated that they had been busy.
MINUTES
Council reviewed and approved the July 8th minutes upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
BILLS FOR ALL FUNDS
Council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by Councilwoman Jones. Voting for: Anderson, Pelton, Jones, & Galli. Abstained: Hyle. Mayor Pro Tern declared the motion carried.
BUILDING PERMIT
- Ron & Diane Smith - Patio & Fence

Town Manger Hyle inspected and signed submitted building permits. Council reviewed and approved the building permits upon motion from Councilman Galli and seconded by Councilman Hyle. All voting for, motion carried.
KWIK KORNER LIQUOR LICENSE RENEWAL
Council reviewed and approved the Kwik Korner liquor license renewal upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried
BULK METER PURCHASES
Town Manager Rex Hyle stated that steel meters will be phased out by the end of 2025 and replacement meters will by plastic form in 2026. Discussion followed meters. He will be getting a cost on a bulk order for steel meters for the next meeting for approval out of the 2025 budget.
SENSUS TOWER-CIRSA LIGHTNING CLAIM & REPAIR
The base station was hit by lightning and is inoperable. An insurance claim was submitted to CIRSA. Core and Main submitted a replacement amount of up to $72K. The base station purchase was approved upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
An electrical inspector came out and reviewed the claim at the base station. The Town is waiting on CIRSA for the decision to reimburse.
BUDGET 2026 PLANS
Council and staff discussed ideas for the 2026 Budget. Council will be discussing further ideas at the September and October meeting.
BID ON WEST 8th & NORTH 3rd DRAINAGE PAN
Council reviewed and approved the bid from Benge Construction in the amount of $8450 to construct drainage pans at West 8th and North 3rd upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
RSO DRAFT ORDINANCE AND PUBLIC HEARING DATE
Council reviewed the questions from Attorney Campbell on the RSO (registered sex offenders). The Town should be getting a list of RSO's from the Sheriff's Office. Cheyenne County Abstract is researching all owner address within the one thousand' radius of the school to hold a public hearing on an ordinance.
ADMINISTRATIVE REPORT
We are looking into getting bids on the drainage pan on West 5th.
We are waiting on CDOT to give notice to proceed on the TAP Grant
We will meet with RESPEC tomorrow for the SRF Water Treatment Grant and the WRD Housing Grant.
Stop signs ordered are installed.
We are working with UPRR on the drainage culvert problem at the extra sidetracks just south of the main. The culvert will need debris removed and a new one put in.
The monthly water sample came back fine.
We are working with NEXBILL on the auto pay function by credit card and echeck. This company's service charge is significantly cheaper than ALL PAID. We are hopeful that this can roll out at the end of August. Customers will now be able to view that water bill and use online, receive text and email messages if the customer chooses to when they sign up.
We will be on zoom with RESP EC concerning the WRD engineering, SRF water treatment, and TAP grant. We should be kicking off soon on the TAP grant with CDOT soon to begin engineering plans for sidewalk, curb, gutter, and drainage improvements from golf course, school, and further west of the football field.

COUNCIL REPORTS
CWHA-Councilman Hyle
Councilman Hyle everything is going well with occupancy. They are going to replace floors with three units and are discussing the board member election terms and process.
ECCOG & ECCLD-Councilwoman Jones
Councilwoman Jones discussed ECCOG grants that are available for the region. At the ECCLD meeting they discussed the ADA door. ECCLD will have meeting in late August for a new director.
Parks & Downtown Councilpersons Gregg & Anderson
Councilman Anderson discussed the surveys sent out on a splash pad and are waiting for the surveys to be returned and they will be gathering the results as they come.
Water-Councilpersons Pelton & Jones
Mayor Pro Tern Pelton has been meeting with RESPEC and staff addressing the water treatment plant for the SRF grant.
Streets-Councilman Hyle & Galli
Councilman Hyle stated that they are working on sink holes through out alleys and dirt roads in town. There is a culvert on the sidetrack of UPRR that needs to be cleaned, or a new one put in. We are working with UPRR to address this issue.
OTHER COMMENTS & ANNOUNCEMENTS
The town is hosting the CML district meeting on September 18th at the Cheyenne Tavern. M&D Catering is preparing the meal and Cheyenne Tavern will be having a trivia game during the social hour and the meeting will follow the meal.
