TOWN OF CHEYENNE WELLS REGULAR MEETING

COUNCIL CHAMBERS

151 SOUTH 1st

WEDNESDAY, JANUARY 14, 2026 6:00 P.M.

CALL TO ORDER

Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 p.m. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones led the group in prayer.

Council Present: Carleton Pelton, Rex Hyle, Karen Gregg, Zach Anderson, Sherry Jones, and Mark Galli.

Absent: None.

Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, and Karen Miller Deputy Clerk.

Visitors: Lynda Pelton & Cheyenne County Undersheriff Murdock (6:30 pm)

RSO PUBLIC HEARING

Lynda Pelton, property owner, stated she was in favor of the Ordinance. Two letters were received and reviewed by council. Property owner, Heather Kemp, wanted in home licensed daycare included in the ordinance and rental property owner, Jeremiah Bogenhagen, had questions concerning lengthy stays of rental properties and their Airbnb in reference to sex offenders in town considered residency of a registered sex offender. Two emails were also received and reviewed from front range advocacy groups.

The Town has worked with their attorney on this ordinance due to concerns of sex offenders/human trafficking that were brought forth this past summer. The State will not have legislation on registered sex offenders and limitations of residency to public schools. The State of Colorado is leaving it up to local municipalities jurisdictions to control this. Those who are currently registered sex offenders within the town will be grandfathered in. The sheriff's office currently has three on the RSO list. The Town wants to protect the children as potential victims in the future. It was consensus of council to submit the comments to the Attorney and request opinion letter.

APPROVE AGENDA

Council approved the agenda upon motion from Councilman Anderson and seconded by Councilman Hyle. All voting for, motion carried.

VISITORS

Lynda Pelton had her comments during public hearing.

SHERIFF'S MONTHLY REPORT

Council reviewed the November and December reports. Undersheriff Murdock arrived at 6:30.

MINUTES

Council reviewed and approved the November 10th and the December 1st minutes upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.

BILLS FOR ALL FUNDS

Council reviewed and approved the bills for all funds upon motion from Councilman Anderson and seconded by Councilman Galli. Voting for: Pelton, Gregg, Anderson, Jones and Galli. Abstained: Hyle. Mayor Pro Tern Pelton declared the motion carried.

BUILDING PERMITS

On Point/Bill Lowe Driveway & Sidewalk

Council reviewed and approved the building permit upon motion from Councilman Galli and seconded by Councilwoman Jones. All voting for, motion carried.

RESOLUTION #1-2026 "D&E SRF"

Council reviewed and approved Resolution #1-2026 upon motion from Councilman Anderson and seconded by Councilwoman Galli. All voting for, motion carried.

RESOLUTION #2-2026 "2026 GENERAL FEE SCHEDULE"

Council reviewed and approved Resolution #2-2026 upon motion from Councilman Anderson and seconded by Councilman Gregg. All voting for, motion carried.

2026 ELECTION UPDATE

Town Clerk Administrator Knudsen stated election petition packets are available for the mayor and two trustees' positions. The petitions are due by 4 pm on January 26th.

ECCLD ANNUAL BUDGET

Council reviewed the Eastern Cheyenne County Library District 2026 Budget and Board & Staff contact information.

ADMINISTRATION UPDATES

We have been placing all legal publications in the Kiowa County Press. For 2026 we would like to place the legals in both the Kiowa County Press and the Kiowa County Independent. It was consensus of council to go forth in the legal publications with the understanding that both papers are putting the minutes in at no charge.

Three customers that did not pay their bill in 2025 were submitted to the treasurer's office to have the amounts due to the town to be added on their tax roll for non payment.

The annual dog pound inspection came back with no deficiencies.

We are working on getting the petition circulated for the TAP Improvements. Vivid Geo Tech submitted the boring report for Council to review.

We will have Feyh Phase 1 and North/Snyder Phase 2 of Water Improvements Grant.

Council reviewed the 75k and the 250k USG Water Tank Assessment reports.

We will be getting the Snyder well upgraded on the backflow preventer.

We received the new base station for the water tower. Plans are to have that installed the first part of February.

Council reviewed the final water rate sheet.

Monthly water sample came back fine.

Council reviewed the 2025 Sales Tax Revenue report.

Kimz Kitchen submitted their yearly peddler's license payment for 2026.

No Executive Session needed.

COUNCIL REPORTS

CWHA-Councilman Hyle

Everything is going well. Four Units are vacant waiting on contractors to put the flooring in.

ECCOG-ECCLD-Councilwoman Jones

ECCOG is looking for a coordinator and assistant cook for the Senior Center. Elbert County joined the ECCOG.

ECCLD has hired Sherry Leflore as the new director. Things are running smoothly. She is doing a great job.

Parks & Downtown-Councilpersons Gregg & Anderson

Councilman Anderson has stuffed the pledge letter envelopes and Erica Kern will be getting them labeled and sent out.

Councilman Gregg stated the soup supper brought in $846 for the Christmas lights. She will reach out to the firemen and what they are interested in for upgrading of their candy canes and wreaths. Those ornaments are from 1996 and have used their life cycle up.

Steets-Councilman Galli & Hyle

There are potholes that need to be addressed.

Water-Councilman Pelton and Councilwoman Jones

Mayor Pro tern Pelton stated that there had been a water leak on West 5th New Year's Eve. Staff worked into the night to get it repaired. They did a great job.
