Town of Cheyenne Wells Regular Meeting Council Chambers June 10, 2025 - 6pm
Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 P.M. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones led the group in prayer.
Council Present: Rex Hyle, Zach Anderson, Sherry Jones, Karen Gregg & Marl< Galli
Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator & Karen Miller Deputy Clerk.
Visitors: CCSO Kayla Murdock
APPROVED AGENDA
Council approved agenda was upon motion from Councilman Galli and seconded by Councilwoman Jones. All voting for, motion carried.
VISITORS
Council reviewed, approved, and waived the fee from the letter of request for Dakota Wyler for a youth peddler's license to operate and sell snow cones throughout various areas of town upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
ANIMAL HEARING-Mark Galli
Town Clerk Administrator Knudsen received one call message on the animal permit for Mark Galli stating that they did not have an issue with the few ducks and chickens. Council approved the animal permit for Mark Galli for his ducks and chickens, meeting the one-acre guideline to have small animals, upon motion from Councilman Anderson and seconded by Councilman Jones. Voting for: Anderson, Gregg, Hyle, Pelton. Abstained: Galli. Mayor Pro Tern Pelton declared the motion carried.
SHERIFF'S MONTHLY REPORT
Council reviewed the May Sheriff's report. CCSO Kayla Murdock discussed with the Council stop signs and removal of untagged vehicles from the streets. Manager Hyle stated that the town is waiting for the order to come in for thirteen stop signs to be installed in various locations throughout town.
MINUTES
Council reviewed and approved the May 13th and May 28th minutes upon motion from Councilman Anderson and seconded by Councilwoman Jones. All voting for, motion carried.
BILLS FOR ALL FUNDS
Council reviewed and approved the bills for all funds upon motion from Councilman Anderson and seconded by Councilman Galli. Voting for: Anderson, Gregg, Pelton, Jones, & Galli. Abstained: Hyle. Mayor Pro Tern declared the motion carried.
BUILDING PERMITS
Stuart and Amy Ziegler - Garage/RV Parking
Phil and Debbie Knudsen - Teardown Sheds/Home
Zane and Anne Galli - Teardown Carport/Replace
Gaila Mitchek - Carport/Cement Pad
Town Manager Hyle inspected and signed submitted building permits. Council reviewed and approved the building permits upon motion from Councilman Anderson and seconded by Councilman Hyle. Voting for: Anderson, Gregg, Hyle, Pelton, & Jones. Abstained: Galli
AMANDA BROWN CPA CONSULTING
The council accepted a resignation letter from Amanda Brown as Town auditor. Town Clerk Administrator Knudsen recommended that the Town keep Ms. Brown as a CPA consultant. Council approved Amanda Brown as the 2025 CPA consultant for the Town upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.
2025 AUDITOR
Council reviewed and approved the engagement letter from Liittjohan, Kauffman, and Peterson from Fort Morgan in the amount of $8000 for the 2025 audit. Council approved David Kauffman as the 2025 Town auditor from Liitjohan, Kauffman, and Peterson in the amount of $8000 upon motion from Councilman Hyle and seconded by Councilman Gregg. All voting for, motion carried.
REVIEW ORDINANCES #287 and #288
Town Clerk Administrator Knudsen submitted Ordinance #287 "Establishing Zoning Criteria on Storage Containers and Ordinance #288 "Defining and Regulating Junk & Abandoned Vehicles, and Parking" for Council review prior to public hearing. She stated that these ordinances have been reviewed and revised by legal counsel with the exception of violation penalties, to be set by the Council. Council approved to establish penalty fee for violation not to exceed $500 for Ordinance #287 and #288 upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
RESOLUTION #03-2025 PEDDLER LICENSE FEES
Council reviewed and approved Resolution #03-2025 "Peddler License Fees" upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried.
DISCUSS REGISTERED SEX OFFENDER REGULATIONS-Councilman Anderson
It was brought to Councilman Anderson attention that the State of Colorado does not regulate sex offenders living near public schools or parks. This is left to local government to regulate. Discussion followed. It was consensus of council to get legal advice for an ordinance to regulate the footage requirement on how close a sex offender can live from local schools, parks, and town housing authorities.
SCHAEFER WELL
The council discussed the leasing of the Schaefer Well. Council moved to cease the pursuing of leasing of the Schaefer well upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
VEHICLE AND EQUIPMENT INVENTORY
Town Manager Hyle discussed the depletion and updating of several pieces of old equipment and vehicles that no longer meet the Town's needs. It was the consensus of council to look at putting the large items on Big Iron and soliciting bids on the smaller items.
ADMINISTRATIVE REPORTS
13th & 15th Street Chip Seal & Asphalt Patching
Town Manager Hyle stated the A-One will be out June 30th to finish the project. The Town staff did crack seal a few more streets.
CIRSA PC and WC 2026 Renewal Update
Town Clerk Administrator Knudsen has completed the 2026 Cirsa Property & Casualty and Workman's comp renewals. The Town is looking at increasing the deductibles as insurance premiums are increasing. The Town will receive the quotes in September for the year 2026.
Warning Siren
The main tornado warning siren at the Courthouse was disconnected when the dispatch office was moved to Kit Carson County. Town Manager is working with the County to get this rewired and hooked back up. The current working siren located by the Town shop will be relocated to the west end of Town when the courthouse siren is up and running.
East 5th North 1 st Drainage Pan
Town Manager Hyle is seeking bids from a couple of contractors to put in drainage pan and aprons for the crossroad of east 5th and north 1 st. This project is planned for the fall with it being completed by the next chip seal/patching cycle.
Cleanup/Nuisance Update
Town Manager Hyle has addressed a few different yards for cleanup and a complaint form has been established for various complaints about nuisances.
A complaint form was signed and returned in regard to an abundance of cats at home in town that is causing health hazards and destruction of neighboring properties. This signed complaint will be turned over to the Sheriff's Office to address by either a warning or citation in the municipal court.
Feyh Well Bulk Water Metering System Update
Councilman Hyle said we are going to try to bring up the Feyh well to fresh water. Councilman Hyle made motion to use the County to use the Feyh well as a depot during the well.
Employee Review
Town Clerk Administrator Knudsen stated that the 90-day probation period is up on the Town Manager position. Council approved the probationary period increase upon motion from Councilman Anderson and seconded by Councilman Galli. Voting for: Anderson, Gregg, Pelton, Jones & Galli. Abstained: Hyle. All voting for, motion carried.
EXECUTIVE SESSION
No Executive Session.
COUNCIL REPORTS
CWHA-Councilman Hyle
All units are full except for one that is being renovated. Director Pearce is doing a good job keeping everything running smoothly.
ECCOG & ECCLD-Councilwoman Jones
ECCOG discussed grants that are available for the region. ECCLD does not have an agenda up yet for the meeting tomorrow. She will find out if it has been moved to a different day.
Parks & Downtown Councilpersons Gregg & Anderson
Councilman Anderson stated the park is coming along with help from Ellette and Town Staff. He met with Erica Kern about the back grant received from Eastern Colorado Bank for a splash park.
Councilwoman Gregg inquired about the surprise on June 17th at 4 pm.
Water-Councilpersons Pelton & Jones
Councilman Pelton state that survey is done on the water and sewer for the Well Rural Development engineer needs and the town is moving forward on with State Revolving Fund Grant for water treatment. We are in the next cycle of funding opportunity and paperwork is submitted.
Streets-Councilman Hyle & Galli
Discussed earlier in the meeting.
