Regular Meeting

August 8, 2023

6 pm

CALL TO ORDER

Mayor Uhland called the meeting to order at 6 pm and led the group in the pledge of allegiance to the US Flag. Councilwoman Jones led the group in prayer.

SWEARING IN-ZACH ANDERSON & KAREN GREGG

Mayor Uhland swore in Karen Gregg and Zach Anderson as new Councilmembers.  The Council welcomed them aboard.  Mayor Uhland appointed Councilwoman Gregg and Councilman Anderson to the Park and Downtown Revitalization Committee.

  • Council Present: Carleton Pelton, Zach Anderson, Karen Gregg, Sherry Jones, Mark Galli, and Rex Hyle.
  • Council Absent:  None
  • Staff Present:  Town Clerk Administrator Debbie Knudsen, Town Superintendent Aaron Crum  and Deputy Clerk McKenzie Stewart.

APPROVE AGENDA

The Council approved the agenda upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

VISITORS

The were no visitors present.

SHERIFF MONTHY REPORT

Sheriff Buchannan did not attend and did not submit a written report.

APPROVED MINUTEES 

The minutes for July 11, 2023, were corrected and approved upon motion from Councilman Galli and seconded by Councilman Hyle.  All voting for, motion carried.

APPROVED BILLS FOR ALL FUNDS

The bills for all funds were approved upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

HUTF Report

Council reviewed the six-month Highway User Fund revenue report that all of the county and cities within the state of Colorado 6-month report described by Debbie and these funds go into the General Fund 

APPROVED BUILDING PERMITS

The Council reviewed and approved the building permits upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

APPROVED SPECIAL EVENTS LIQUOR LICENSE FOR PVHR

The Council reviewed, waived the fee, and approved the Special Event’s Liquor License for the Prairie View Health Resources Cajun Boil on September 23, 2023, upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried.

APPROVE RESOLUTION #5-2023 “COMMERCIAL CONSTRUCTION FRESHWATER”

Last month the Council approved to go forth with Resolution #5-2023 increasing the Commercial Construction Bulk Freshwater rates at the Snyder and Doty well metering systems.  Letters were sent out to all Snyder and Doty bulk consumers the day after last month’s meeting of the proposed increase inviting them to attend.  There was no one in attendance at tonight’s meeting.  Lengthy discussion followed on two of the meters were obtained as agriculture the others were obtained as oilfield, highway, windfarm, and excel construction users.  The Council reviewed and approved Resolution #5-2023 to begin with August usage/September 1 billing upon motion from Councilman Hye and seconded by Councilman Pelton.  All voting for, motion carried.  Consensus of Council that if the two agricultural users were found to be using the water for construction those meters were then be set to commercial rates immediately.  The Town Clerk Administrator will send out the approve the approved resolution to all the Snyder and Doty bulk consumers tomorrow. 

RETAINING WALL QUOTE REPLACEMENT FROM TANK BREAKAGE

The Council approved Smith’s Construction bid to repair the retaining wall from damages from the water tank breakage back in December in the amount of $7900 upon motion from Councilman Hyle and seconded by Councilman Galli.  All voting for, motion carried. 

CW MUD RUN WATER REQUEST

The Council approved the donation of up to 20,000 gallons of water for the Cheyenne Wells Mud Run that the Cheyenne Wells Fire Department assisting upon motion from Councilman Pelton and seconded by Councilman Jones.  All voting for, motion carried.   

2024 BUDGET DISCUSSION

  • CML Membership
  • The 2024 CML Membership dues will be $692 based upon our population of 735.
  • Town Clerk Administrator Knudsen stated that we will be in 2024 budget discussion for the next couple of months and will need to schedule a budget workshop to discuss 2024 ideas for the Town.  

WATER, STREET, PARK UPDATES

Water Samples

Town Superintendent Crum discussed the monthly water sample at CW Housing.  Everything came back fine.

75k Tank Report

The council reviewed the 75k water tank report submitted by Utility Services.  Town Clerk Knudsen sent the pictures to the Town’s contracted certified water operator Richard Hopp.  He needed them to send to the State.

Water Issue

Town Clerk Administrator Knudsen informed the council on the findings from Kemp’s and Duerst about the significant amount of gravel on the west side of Town.  There is a 10” main and vault area where sand is currently sitting, which came from the North well when it went down.  The public works and Kemp’s will be flushing that main to get the remaining gravel sediment out of the line next week.

The water was a water line break on Monte Smith’s Rental on North 2nd East.  Superintendent Crum stated that they had to replace the line.

Updates

Superintendent Crum stated that the dump truck they were using to haul the track debris to the dump blew a couple of belts and the brakes would not release.  The other dump truck has been at Wrench Wizard this summer.  He will work on seeing if they can get up and running soon as winter will be here soon. 

Town Clerk Administrator Knudsen informed Council that RESPEC will be down later in the month to review the track drainage, Scheimer/Kerr wells, Feyh well and drainage at the park.  Discussion followed on the TAP and DOLA grants.  She will be attending a school board meeting this fall to request financial assistance for the safe routes to school/drainage grant around the school area.

COUNCIL REPORTS

Housing Report

Councilman Hyle said everything is running smoothly at Housing and hope to have someone hired soon.  They will be doing a major tree removal this month.  Thanked Interim Executive Director Knudsen for all her work in getting all the finance reports completed for the drawdowns.  He also thanked Ms. Smith for her assistance with filing the paperwork that had been sitting in the office for the last few years.

Library & ECCOG Update

Councilwoman Jones stated that the library will be meeting tomorrow, and she stated that there is a lot of grants available with ECCOG.  Discussion followed.

Water, Street, Parks, Revitalization Updates

Ellette Eiring suggested several ideas for the park, one being the drainage concern and stucco repair at the sitting area by the playground equipment.  Discussion followed.  Mayor Uhland and the council stated that they thanked her for all her dedication to Medicine Arrow Park, it looks amazing.

Councilperson Gregg and Councilman Anderson stated that they will be looking at styles of LED lighting and local community service opportunities with the youth.  Suggestions were painting of the fire plugs.  Town Clerk Administrator Knudsen requested Council input for financial support for the downtown LED lighting.  She will be applying for the Community grant with ECB.  Discussion followed.  It was consensus of council to put $10k towards the $38,000 approximate cost of this project.  The fire department will be putting forth funds as well for this project and will be contacting the county to see if they could assist financially too.

Resignation letter and comments

Council accepted the Ms. Smith’s resignation with regrets.

Town Clerk Administrator Knudsen made phone calls to various landowners to get mowing done.  All have been completed that were called upon this month. 

UPCOMING INFO

Regular meeting is set for September 18, 2023.

The Town Clerk Administrator will be attending the clerk’s conference October 16-20.

A-1 will meet on August 30 at 10 am to discuss the 2024 chip seal project and review the recent project.
