The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Baxter, Tuesday, November 10, 2015, at 5:05 p.m. in the City Hall. Robin Fox, Town Clerk took rollcall: Mayor - Marilyn K. Baxter- present Trustees - Present - Justin McLoud, Dennis Pearson, Terry Riley, Joe Shields Absent- Andrew McCracken, and Larry Gifford Town Clerk-Presnt-RobinFox Director of Public Works- Van Brown- Present
Audiences/Public Comment Period - Cindy McLoud updated the board about the renovations on the theater. Marvin Watson was present to tell the board how great of an asset Donna Davis was to have for the Tree Board and that the Tree Board is looking for new members to join. Donna Davis gave a report to the board about the Town's trees and the issues caused by the freeze and bugs.
Consent Items - Justin McLoud moved to approve the amended minutes from Regular meeting October 13, 2015, Joe Shields seconded, motion carried. Joe Shields moved to approve the minutes from the special meeting October 26, 2015, Justin McLoud seconded, motion carried. Terry Riley moved to approve the minutes from the special meeting October 27, 2015, Justin McLoud seconded, motion carried.
Approval of Bills - The finance committee reviewed the bills prior to the meeting. Joe Shields moved to approve payment of the bills in the packet as well as the "Bring up bills" presented at the meeting. Justin McLoud seconded the motion and it carried.
Tap Fee's- Justin McLoud made a motion to raise the Commercial Water Tap Fee to $800 and Commercial Sewer Tap Fee to $400 for in town. Then double the rates for out of town Commercial Water Tap Fee to $1600 and Commercial Sewer Tap Fee to $800 for out of town. Joe Shields seconded this motion, and the motion carried.
Building Permit- Terry Riley moved to approve the building permit, Justin McLoud seconded, motion passed.
Turkeys- Justin McLoud moved to buy turkeys for full-time employees and firefighters, Joe Shields seconded, motion passed.
Budget Hearing- The budget hearing opened at 5:20 pm for public discussion of the 2016 budget. The budget was adjourned at 6:05 with no one having any questions or concerns.
Water Payment Policy- The board discussed their current collection policy for water, sewer and trash payments. The board voted to change their policy. Effective January 1, 2016, all payments are due no later than the 16th of every month. For those accounts not paid timely the late fee will be applied on the 17th with a notice of shut off and discontinuation of service being sent. The notice will inform the account holder that if not paid within ten days of the date on the notice their water will be shut off and all service will be discontinued. The town will continue to accept credit card payments.
With nothing else to come before the board the meeting was adjourned at 6:05 p.m.
