Town of Eads Board of Trustees Meeting Minutes – April 10, 2018

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday April 10, 2018 at 5:00 p.m. in the City Hall. Robin Fox, Town Clerk, took roll call:

Mayor – Joe D. Shields- present

Trustees – Present – Justin McLoud, Kathy McCracken, Terry Riley, Dennis Pearson, and Lisa Trigilio

Absent – Priscilla Waggoner

Town Clerk- Robin Fox –Present

Assistant Clerk- Shealynn McCracken-Present

Director of Public Works- Van Brown- Present

Audiences/Public Comment Period –

Madison Kelley was present, on behalf of the Class of 2018, to request an after prom donation. Kathy McCracken moved to give a $100 after prom donation. Lisa Trigilio seconded, motion passed unanimously. 

Cindy McLoud updated the board about the Day Care, Haswell Landfill, and Eads Landfill. 

Bradley Musgrave attended the meeting and informed the board on how interested he was in the summer help position. 

Minutes­- Terry Riley moved to approve the March 13, 2018 minutes and special meeting minutes as amended. Dennis Pearson seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Terry Riley moved to approve payment of the bills in the packet, presented at the meeting. Justin McLoud seconded, the motion passed unanimously. 

Old Business:

Airport- The board discussed the airport lease with Roger Saffer. 

Wissel- The Town Attorney sent a letter to a property owner, stating they have 90 days, starting April 1, 2018, to get the property cleaned up. 

New Business:

Ordinance 405- The board looked over Ordinance 405. Kathy McCracken moved to approve Ordinance 405 as amended, Justin McLoud seconded, motion passed unanimously. 

Building Permits- There were three building permits turned in for approval. Kathy McCracken moved to approve the building permit on Slater and 13thStreet, Terry Riley seconded, motion passed unanimously. Lisa Trigilio moved to approve the building permit on Luther and 15thStreet, Justin McLoud seconded, motion passed unanimously. Terry Riley moved to approve the building permit on Kerr and 11thStreet, Kathy McCracken seconded, motion passed unanimously. 

Bring Up Items:

Hospital Sewer Tap Fee’s- The Director of Public Works explained to the board that the hospital is putting in two additional sewer taps. He wanted to know if the board wants to charge for both new sewer taps or just one. Terry Riley moved to approve the board will charge for one new sewer tap, Lisa Trigilio seconded, motion passed unanimously. Dennis Pearson abstained. 

KCEDF Housing Project- The Director of Public Works wanted clarity as to what the board agreed to give for the project. The board agreed that they would be donating 7 water tap fees. 

Theater- The Assistant Town Clerk Explained to the board how CLCEC will be having a garage sale to disburse unwanted items. It was also explained that the Director of Public Works, Mayor, Town Clerk, and Assistant Town Clerk went over to the garage to take inventory of what was the town’s. Justin McLoud moved to sell and donate the items that were the towns to CLCEC for their garage sale, except the projector. The projector will be donated to the museum if they would like to have it. Dennis Pearson seconded, motion passed unanimously. Terry Riley abstained.
