Town of Eads Board of Trustees meeting minutes – March 9, 2021

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday March 9, 2021 at 5:00 p.m. in the Town Hall. Town Clerk, Robin Fox, took roll call:

  • Mayor- Joe D. Shields- Present
  • Trustees - Present - Dennis Pearson, Kathy McCracken, Karl Eikenberg, Meghan Buck, and Terry Riley
  • Absent - Justin Mcloud,
  • Town Clerk- Robin Fox -Present
  • Assistant Clerk- Barbara Scranton-Present Director of Public Works- Van Brown- Present Town Attorney - Lance Clark - Absent
  • Guests Present -Patricia White with Eastern Slope

Minutes- Kathy McCracken motioned to approve the minutes as presented. Karl Eikenberg seconded, motion passed unanimously.

Approval of Bills - The finance committee reviewed the bills prior to the meeting. Dennis Pearson motioned to approve payment of the bills ($92,471.51 Water, $7,542.70 Utility, $31,876 .25 General, $633.62 Conservation, $87.23 Airport: $132,611.31 Total). Terry Riley seconded, motion passed unanimously.

Old Business

Employee Handbook- The Board of Trustees went through the proposed employee handbook and suggested changes. The changes will be made to the handbook and resubmitted to the Board of Trustees for final approval at the next regular meeting.

New Business

Patricia White with Eastern Slope - Patricia White spoke to the Board of Trustees regarding their plans for the new Fiber Upgrade. They expect the project to start in the Fall of 2021 with expected completion in the Fall of 2022.

Lagoon Liner- The grant approved for the replacement of the Lagoon Liner is ½ of the money needed. GMS is going to apply for another grant to help pay for more the project.

Pool - Mayor Shields asked about doing swimming lessons at the Prairie Pines swimming pool. There was no money put into the 2021 Budget for the expenses required to do this.

Water Tank - Director of Public Works, Van Brown, informed the Board of Trustees of the change order he received on the water tank repairs. The specs used for the original bid are 50,000 feet different from the actual. Weather permitting, the project should be completed within the next week.

Bring Up Items

Snow plowing- Karl Eikenberg asked about the policy for snow plowing. Director of Public Works, Van Brown, explained his general policy of plowing streets when the snow accumulates to at least 6 inches because of time, resources, and damage to the streets being plowed.

Curb & Gutter- Karl Eikenberg asked about the cost of getting Curb and Gutter put in. The cost of Curb and Gutter is the responsibility of the landowner. However, Van Brown said he would look at it and get an estimate of the cost.

Adjournment- Meghan Buck motioned to adjourn the meeting. Karl Eikenberg seconded the motion. The meeting adjourned at 6:27pm.
