Town of Eads Board of Trustees Meeting Minutes - May 9
The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday, May 9, 2017 at 5:00 p.m. in the City Hall. Shealynn McCracken, Assistant Town Clerk, took roll call:
Mayor – Joe D. Shields- present
Trustees – Present –Justin McLoud, Dennis Pearson, Kathy McCracken, and Terry Riley
Absent –
Town Clerk- Robin Fox –Absent
Assistant Clerk- Shealynn McCracken-Present
Director of Public Works- Van Brown- Present
Audiences/Public Comment Period – No Audience or Public Comment Period
Minutes- Kathy McCracken moved to approve the minutes as amended. Dennis Pearson seconded, motion passed unanimously.
Approval of Bills – The finance committee reviewed the bills prior to the meeting. Terry Riely moved to approve payment of the bills in the packet, as well as, the “Bring up bills” as presented at the meeting. Justin McLoud seconded, the motion passed unanimously.
Old Business:
Airport- The board discussed the airport leases and payments not being made. Mayor Shields explained to the board that he did send three letters to the members who have not signed their leases or paid rent. The assistant town clerk did let the board know that one of them did come in and pay their rent and sign the lease.
New Business:
Chelsea & Cathy Davis- Chelsea and Cathy Davis were present their new business board. The name of their business is “Demitasse” and will include a 24 hour fitness gym in the back and a coffee shop and gift shop in the front.
Pet Permits- The assistant town clerk brought forward 3 animal permits to the board. Terry Riley moved to approve the animal permits with a 3 month deadline for the two with bucket calves. Dennis Pearson seconded, and the motion passed unanimously.
Building Permit- The assistant town clerk brought forward one building permit. Justin McLoud moved to approve the building permit. Kathy McCracken seconded, and the motion passed unanimously.
Sylvia Shields- Sylvia Shields was present to discuss with the board about the property that she purchased.
Bring-Up Items
Pool- Director of Public Works explained to the board that they have started working on the pool. Also, that they did get the new boiler installed but are replacing pipe in the tunnels as of now. Justin McLoud brought up that the Principal of the school has some high school students who would like to help finish painting the pool. The director of public works said he would discuss this with the principal and make arrangements.
Tractor- The Director of Public works asked the board if they would be willing to give him approval to purchase a tractor for the town. Kathy McCracken moved to let the Director of Public Works to spend up to $40,000 on a tractor for the town. Justin McLoud seconded, motion passed unanimously.
Executive Session- Dennis Pearson moved to go into executive session at 5:50 p.m. and inviting Fire Chief David Kraft to sit in. Justin McLoud seconded, and motion passed unanimously.
Executive Session ended at 6:00 p.m.
