Town of Eads regular council meeting - December 9, 2025
The meeting was called to order by mayor Joe Shields at 5:00 P.M.
Roll call was taken by Robin Fox.
Those council members present were,
- Stephanie Sewell,
- Kathy McCracken,
- Dennis Pearson
- Tim Trosper
- Webster Hogue,
Junior McDowell was here to be sworn in.
Guest present were Jacob Marlow, and Raina Lynch. Stephanie Sewell asked Raina if she was recording again and Raina replied Yes.
Kathy McCracken swore in new member, Junior McDowell. Junior who will replace Rich O’Brian’s term ending in 2028.
Public Comment- none
MINUTES
Stephanie Sewell made a motion to approve the November minutes, Dennis Pearson seconded the motion. All Ayes
APPROVAL OF BILLS
A motion was made by Kathy McCracken to approve the bills and seconded by Tim Trosper. All Ayes.
OLD BUSINESS
Airport- Roger’s attorney and the town attorney are working together to get the Contract handled. Land survey was done 12/9/25
NEW BUSINESS
Budget- Stephanie Sewell moved to approve the final budget, Junior McDowell seconded all Ayes. Kathy McCracken moved to approve the Mill levy, Stephanie Sewell seconded all Ayes.
Dennis Pearson moved to approve the Ordinances to approve the budget as presented, Kathy McCracken seconded all Ayes
Utility Rates: after being tabled the board took the auditor suggestion of 10% increase and decided to go with a 6% increase across the board this year for all utility rates. You will not notice this increase until the February bill.
The board had received a complaint on a safety issue. The board addressed the issue and had a safety meeting, and felt the concern had been handled in the correct matter. No other issue at this time.
Bring up Items- Stephanie Sewell wanted to use the Kiowa County Press again for 2026 and all agreed. Dennis Pearson thought it would be ok to send the minutes to both papers. The board asked Raina if she thought she would be willing to make corrections to misprinted articles. She said she was unaware of any misprinted articles. They tried to give her a few that they could think of she said that she would look and if she felt that they were wrong then she would write a retraction. Stephanie said she would be ok with sending the minutes only to both papers if they printed the correct minutes, the other members did not vote on this.
