Town of Eads Regular Council Meeting June 4, 2026
The meeting was called to order by Mayor Pro Tern Dennis Pearson at 5:00 P.M.

MINUTES
Trustee Lane moved to approve the May 12th minutes that were presented. Trustee McDowell seconded the motion, which passed unanimously.
Trustee Trosper moved to approve the May 20th minutes that were presented. Trustee Lane seconded the motion which passed unanimously.
APPROVAL OF BILLS
Trustee Sewell stated she had reviewed the bills to be approved for payment and motioned to do so. The motion was seconded by Trustee Trosper and passed unanimously.
OLD BUSINESS
Town Attorney Lance Clark reported he is still working with Roger Saffer's attorney on the airport contract and stated he should have the contract finished for Board review by the end of the week.
Attorney Clark reported he is also working with Mortenson LLC in order to get a contract in place regarding Mortenson's use of town pumping facilities to pump the water being supplied by Mortenson.
NEW BUSINESS
Mayor Pro Tem Pearson presented an appreciation gift on behalf of the town to former Mayor Joe Shields to thank him for his years serving as the Mayor of the Town of Eads.
Branden Dunlap and LaMonte Billheimer addressed the Council stating they desire to get the contract between the Fire District and the town finished. They noted there were some small things they want to change in the contract, one being they want to pay for the water they use from the bulk water tank. Town Attorney Clark stated he will make the changes and get the contract back to the Fire District for review.
Trustee Deines stated he wants to get updated job descriptions in place for all town employment positions. Office staff stated they will begin working on those updates.
Deines then expressed concerns regarding professionalism in the town office, specifically citing the occasional presence of the Town Clerk's granddaughter and a dog. Town Clerk Fox explained the dog is a certified Service Animal for her granddaughter. Trustee Sewell noted that it is illegal to ask why an individual needs a service animal as the service the dog supplies is confidential and cannot be shared.
Deines then questioned the use of taxpayer funds the granddaughter was utilizing for electricity and Internet. Town Clerk Fox explained the granddaughter does not utilize the Internet nor electricity when she is present.
Deines then stated he has heard that occasionally office staff are not wearing shoes. There was no discussion on this matter.
Trustee Lane along with Deines asked how much revenue the town collects from tickets written by the Kiowa County Sheriff Department. Staff stated they track those amounts and will provide those numbers at a later date. It was also noted that the Kiowa Sheriff typically presents a monthly report of law enforcement activity to the Town Council.
It was also announced that in conjunction with the Eads Chamber of Commerce there will be a Town Hall event at the August meeting providing the public with an opportunity to meet and discuss matters with the Town Council members. Details will follow.
Trustee Sewell moved to enter Executive Session at 6:00 PM. The motion was seconded by Trustee Trosper for discussion regarding the vacant Mayor position and to consult with the Town Attorney regarding the vacancy. The Board returned to open session at 7:04 PM.
Trustee McDowell moved to fill the open Mayor position by means of a Special Election. The motion was seconded by Trustee Lane. A roll call vote was taken with Trustees McDowell, Lane, Deines and Trosper voting yes; and Trustee Sewell voting no. Mayor Pro Tem Pearson cannot vote unless it is to break a tie vote, so the motion passed by a vote of 4-1.
Office staff will reach out to Colorado Municipal League (CML) regarding how to proceed with the Special Election.
Trustee Sewell moved to adjourn the meeting at 7:20 PM. The motion was seconded by Trustee Lane and passed unanimously.
